The 2002/03 season of the Oberliga was the ninth season of the Oberliga as the fourth highest division in football in Germany after the introduction of the initially four-track - later three- and two-track - Regional League as the third highest division for the 1994/95 season.

Promotion to Regionalliga Nord
Oberliga Nord
The first in the Lower Saxony / Bremen relay, Kickers Emden , and the second in the Hamburg / Schleswig-Holstein relay, VfR Neumünster , played the promoted team in the Regionalliga in two games after the season ended . Emden won the first leg in Neumünster 2-1, before Neumünster won the second leg in Emden 3-2 and secured promotion to the Regionalliga through the away goals rule .
As the winners of the Hamburg / Schleswig-Holstein season, the amateurs of FC St. Pauli were not entitled to move up to the regional league because the first team was relegated to the regional league. As a result, Neumünster moved up.

Oberliga Nordost
The top of the squadrons North, FC Schönberg 95 , and South, FC Sachsen Leipzig , played the promoted team in the Regionalliga in two games after the end of the season . Leipzig won both the first leg in Schönberg and the second leg 2-0 and 1-0, which meant the Saxons were promoted to the regional league.
