The 2008/09 season of the league was the first season of the league as the fifth highest division in football in Germany after the introduction of the 3rd division as the third division in the 2008/09 season and the downgrading of the regional league to the fourth division.
Changes
With the introduction of the 3rd league for the 2008/09 season, parts of the league were also reformed. The Bremen-Liga , Oberliga Hamburg , Oberliga Niedersachsen and Schleswig-Holstein-Liga emerged from the disbanded Oberliga Nord . The West German Football and Athletics Association with the football associations Westphalia , Lower Rhine and Middle Rhine merged to form the NRW League . The Oberliga Hessen operated under the name Hessenliga from this season .

Promotion to Regionalliga Nord
Lower Saxony
The top two of the squadrons West, VfB Oldenburg , and Ost, Goslarer SC 08 , Oberliga Niedersachsen played the winner of the Lower Saxony Championship and the promoted player in the Regionalliga in two games after the season ended . Oldenburg won the first leg in Goslar 1-0, before Goslar won the second leg in Oldenburg 2-1 and secured the title of Lower Saxony champions and the regional league promotion via the away goals rule .

Schleswig-Holstein / Hamburg / Bremen
Likewise, two applicants from the Schleswig-Holstein League and the Oberliga Hamburg played another climber. There was no applicant from the Bremen League . From the Schleswig-Holstein League, the champions Holstein Kiel II and from the Oberliga Hamburg the second team of FC St. Pauli , which had finished the season in fifth place, but in contrast to the top four, a license application for the regional league had asked. The hosts won the first leg at St. Pauli 1-0, before Kiel also won the second leg 1-0. After goalless extra time, St. Pauli prevailed on penalties and secured promotion to the Regionalliga.
