Promotion to Regionalliga Nord
Oberliga Nord
With a free starting place, the table seventh and ninth of the Oberliga Nord, VfB Oldenburg and FC Oberneuland , the champions of the Hamburg League , SC Victoria Hamburg and the two relay champions of the football Oberliga Niedersachsen , VfL Oldenburg and MTV Gifhorn played , which was played in a single round, another promoted team. The game between VfL Oldenburg and MTV Gifhorn marked the playoff for the Lower Saxony championship .
The champions of the Schleswig-Holstein Association League , the second team from Holstein Kiel , decided not to participate because the first team was already qualified for the regional league and therefore had no right of promotion. The champions of the Bremen association league , FC Bremerhaven , did not receive a license for the regional league, so Oberneuland moved up to the promotion round as ninth in the league after a decision by the regional association as Bremen representative. Likewise, TuS Heeslingen was sixth in the Oberliga Nord and received no regional league license, which meant that seventh VfB Oldenburg moved up.
The group winners FC Oberneuland prevailed against the four other applicants due to the highest number of points and made it to the regional league, while the other two teams played in the league in the following season.

Oberliga Nordost
The promotion games between the fourth placed of the two seasons of the Oberliga Nordost took place on June 15 and 21, 2008, with the representative of the north season having home rights in the first leg and the representative of the south season in the second leg. Initially, the Northeast German Football Association had scheduled the relegation games a week earlier, but due to the fact that the German Football Association had not yet granted a license for the regional league at the time , these were postponed so that they could be held with teams that were moving up in the event of license refusals. Greifswalder SV and FC Sachsen Leipzig , who were also athletically qualified , finally played the relegation games, with Leipzig winning the first leg in Greifswald 4-2, so a 2-2 in the second leg meant the rise of the Saxons.
