The 1996/97 season of the Oberliga was the third season of the Oberliga as the fourth highest division in football in Germany after the introduction of the initially four-track - later three- and two-track - Regionalliga as the third highest division for the 1994/95 season.

Promotion to the regional league
North
The runners-up of the Lower Saxony / Bremen seasons, SV Arminia Hannover , and Hamburg / Schleswig-Holstein, Heider SV , played the third promoted team in the Regionalliga Nord in two games after the end of the season . The first leg in Hanover ended in a goalless draw before the Hanoverians clearly won the second leg in Heide 4-0 and secured promotion to the Regionalliga.

Northeast
The table runners-up in the north seasons, the amateurs from Hansa Rostock , and south, Dresdner SC , played the third promoted team in the Regionalliga Nordost in two games after the season ended . The first leg in Rostock ended with a narrow 1-0 win for the hosts, and the Rostock team also won the second leg in Dresden.

south
The runners-up of the Oberligen Hessen , Kickers Offenbach , Baden-Württemberg , 1. FC Pforzheim , and the Bayernliga , FC Memmingen , played another promoted player in the Regionalliga Süd in two rounds in knockout mode . FC Memmingen received a bye for the first round.
In the first round, Kickers Offenbach won against 1. FC Pforzheim on penalties on a neutral spot in Mannheim's Rhein-Neckar Stadium and reached the second round.

The game of the second round between Memmingen and Offenbach also took place on a neutral pitch in Mannheim's Rhein-Neckar Stadium. Due to the complete failure of the floodlights in the 89th minute of the game when the score was 3: 2 for FC Memmingen, the match was canceled after a 40-minute interruption at the urging of the police.
