West / Southwest

The runners-up of the upper leagues in North Rhine-Westphalia , SV Adler Osterfeld , and Southwest , FK Pirmasens , played a supposedly further promoted player in the Regionalliga West / Southwest after the end of the season . The runner-up of the Oberliga Westfalen , the amateurs of FC Schalke 04 , waived due to scheduling reasons.

On a neutral spot in Montabaur's Mons-Tabor Stadium , Osterfeld prevailed 4-3 on penalties and qualified for the regional league in purely sporting terms. Due to the fact that four clubs from the catchment area of the Regionalliga West / Südwest relegated to the Regionalliga at the end of the second division season 1998/99 , Eintracht Trier missed promotion to the 2nd Bundesliga in the promotion round and the champions - and the question of promotion in the Oberliga Südwest had long been unclear due to several lawsuits , the game ultimately remained irrelevant. The FK Pirmasens was later awarded the championship of the Oberliga Südwest, which was synonymous with the regional league promotion. Osterfeld remained in the top division.
