The 1998/99 season of the Oberliga Südwest was the 21st season of the football Oberliga Südwest since its reintroduction in 1978 and the fifth as the fourth-highest division in Germany. After several negotiations and court rulings, FK Pirmasens was finally awarded the championship with one point ahead of SC 07 Idar-Oberstein at the “ Green Table ”. In a sporting way, Idar-Oberstein first won the championship two points ahead of Pirmasens and qualified for promotion to the Regionalliga West / Südwest . The board of the Regionalliga West / Südwest decided retrospectively that Pirmasens would also be promoted to the Regionalliga.

The two relegated athletes were FSG Schiffweiler and SV Mettlach . The TSG PFEDDERSHEIM participated in a relegation round part against the runner-up of the three state or federation leagues.

The climbers were the amateurs of 1. FSV Mainz 05 from the Association League Southwest , TuS Mayen from the Rhineland League and VfB Theley from the Association League Saar . In a relegation round of the three runners-up, Rot-Weiß Hasborn-Dautweiler from the Saar Association League prevailed against FV Rheinbrohl from the Rhineland League and Southwest Ludwigshafen from the Southwest Association League. Then Hasborn-Dautweiler won against the representative of the Oberliga Südwest, TSG Pfeddersheim. Hasborn thus rose as the fourth club, Pfeddersheim remained despite the defeat in the league. FC 08 Homburg was relegated from the Regionalliga West / Südwest . The Oberliga Südwest played exceptionally with 19 teams in the following season .

The top scorer was Eduard Kacaci from FSG Schiffweiler with 23 goals.

While the SC 07 Idar-Oberstein won the championship of the Oberliga Südwest on May 29, 1999 after the end of the 34th and last match day and thus achieved promotion to the Regionalliga West / Südwest for the 1999/2000 season , FK Pirmasens qualified as Southwest Vice champion behind Idar-Oberstein for a relegation game against the vice champion of the Oberliga Nordrhein , SV Adler Osterfeld . The amateurs of FC Schalke 04 as runners-up in the Oberliga Westfalen had canceled participation due to scheduling reasons.

After a goalless 120 minutes, the FKP lost the promotion game on June 12, 1999 on a neutral pitch in Montabaur's Mons-Tabor Stadium with 3: 4 on penalties against Osterfeld. The victory did not result in promotion for the Osterfelder, the club was a victim of the promotion and relegation regulations at the time. Since the entire four relegation places in the second division season 1998/99 after the end of the 34th matchday on June 17, 1999 with FC Gütersloh , KFC Uerdingen 05 , SG Wattenscheid 09 and Fortuna Düsseldorf with clubs from the Regionalliga West / Südwest occupied and Eintracht Trier had missed promotion to the 2nd Bundesliga in the promotion round between June 6 and 19, 1999, only the promotion of the champions from the Oberligen Westphalia, North Rhine and Southwest was planned - in the Oberliga Südwest this was the status Season end at the beginning of June for SC 07 Idar-Oberstein.

On June 30, 1999 it was revealed in an article in the Rhein-Zeitung that the player Dieter Bux from TuS Montabaur was not eligible to play for his club in the previous season due to an invalid contract. The FK Pirmasens who is not in the match of the sixth matchday on 6 September 1998 to his home place with a 2: 2 was also arrived draw against Montabaur, then submitted immediately protest against the validity of the game one. The Legal Council of the Rhineland Football Association then confirmed that there was no valid license to play, as Bux's contract had been terminated shortly after it was signed. The player had nevertheless played for TuS Montabaur.

Pirmasens successfully obtained a temporary injunction before the Kaiserslautern Regional Court ; the 2-2 draw against Montabaur was judged to be a 2-0 success. The remaining points of the Montabaurers were also in the balance, as Bux had also been used in 29 other games, from which the TuS had taken 40 of his 44 points. With the deduction of the points, TuS Montabaur would have been a clear relegation in the Rhineland League. However, a few days later TuS Montabaur got the right before the Koblenz district court that Bux had been allowed to play. The Rhineland Football Association initially appealed against this decision, but shortly afterwards reached an out of court agreement with the club. Bux was only not eligible to play in the away game at FK Pirmasens, but he was allowed to play in all other 29 games. With the 40 points scored there, it was enough to stay in the league.

Thus there were two closure tables; in one the SC 07 Idar-Oberstein was champion, in the other the FK Pirmasens. The board of the regional football association Southwest decided at a short-term extraordinary meeting one day before the start of the 1999/2000 regional league season to declare FK Pirmasens the champions of the 1998/99 league season. Since originally only 19 teams were supposed to compete, FK Pirmasens was added to the schedule as an opponent of the clubs that were originally planned as free of play. The Pirmasens started the season on the 3rd matchday and made up the first two matchdays.

For SC 07 Idar-Oberstein, this judgment also meant the revocation of the title, which was believed to be safe, and thus also the right to promotion. As a hardship, however, the club was also approved for the regional league on August 1, 1999 during the first day of the match. The game against FSV Salmrohr on the first day of the match was subject to a decision by the association.

The SV Adler Osterfeld remained in the Oberliga despite the success in the promotion game as runner-up in the Oberliga Nordrhein, since the regional league board saw no legal basis for the Osterfelder's request to be accepted into the regional league, as did Idar-Oberstein. The club appealed against this decision, but on September 3, 1999, the Düsseldorf Higher Regional Court rejected the relevant action.

FK Pirmasens overtook SC 07 Idar-Oberstein, who had been leading up to that point and who was considered the league champions. The question of promotion was unresolved at this point, as Pirmasens had already completed the relegation games and missed promotion.

Due to the numerous game ratings, Montabaur slipped behind and with only four points to the bottom of the table. The Montabaurers would have been the third relegated team after Schiffweiler and Mettlach. Relegation round to the league

The three runners-up of the Rhineland League , FV Rheinbrohl, Verbandsliga Saar , Rot-Weiß Hasborn-Dautweiler and Verbandsliga Südwest , Südwest Ludwigshafen , first played a single round from a qualifier, who then met a representative of the Oberliga Südwest for another place in the the following season to be awarded.

In the first round, Rot-Weiß Hasborn-Dautweiler prevailed and qualified against the upper league representative TSG Pfeddersheim .

Hasborn-Dautweiler won the game on a neutral pitch in Kaiserslautern - Hohenecken just 1-0. Hasborn-Dautweiler thus secured promotion to the top division. The defeated TSG Pfeddersheim also remained in the league despite the defeat.
