Economic Freedom Index
The Index of Economic Freedom ( English Index of Economic Freedom ) is an economic indicator . It has been calculated annually since 1995 by the Heritage Foundation and the Wall Street Journal and is used to assess economic freedom.
methodology
The survey of the index is based on the following pillars:
Rule of law
- Property Rights : Legal protection of private property and quality of execution of these laws.
- Integrity and judicial efficiency : extent of political and economic corruption based on the corruption perception index , independence of the courts.
Role of the state in the economy
- Fiscal freedom : Low financial problems for the state, low level of taxes for companies, private individuals and the level of the tax burden as a proportion of economic output.
- Government expenditure : amount of government expenditure as a share of economic output. The higher the percentage, the lower the rating.
Regulation efficiency
- Entrepreneurial freedom : the effort involved in founding a new company and the effectiveness of the regulations and laws.
- Freedom of work : extent of regulation of the labor market. Time and cost for companies to hire or fire.
- Monetary freedom : extent of price stability based on average inflation over the past three years. Freedom from government intervention in prices.
Open markets
- Freedom of trade: level of tariffs on imports and number of trade barriers.
- Freedom of investment : extent of restrictions on the free flow of capital inside and outside the borders of a country.
- Financial freedom : independence from state control and intervention in the financial sector, influence of the state in the banking system, development of the capital market, influence of the state on the granting of loans and openness to foreign competitors.

The economic freedom index assumes that restrictions on freedom have a negative impact on economic prosperity . The authors refer to their interpretation of Adam Smith's ideas from The Wealth of Nations . Possible “productive restrictions on freedom” such as transfer payments or a progressive income tax , such as Erle, Leschke and Sauerland object, are not included.
The index is received positively in several media and by other (especially pro-market) think tanks for their assessments of countries and policy recommendations. It is pointed out that in the index, countries with more freedom tend to be wealthier. The index has also found some mention in economic textbooks. The index is viewed critically due to its criteria, which mix libertarian (e.g. low regulation of work) with generally positively accepted standards (e.g. corruption index) from the left. Matt Bruenig, for example, objects to some of the index's criteria that the regulations of different countries can hardly be reliably compared in the form of ranking figures. With its definition of freedom, however, the index also meets with criticism from other libertarian institutions in some cases, as Carson of the Foundation for Economic Education points out that the index only considers freedom from the perspective of companies and thus inadequately (not, for example, freedom for workers). For example, welfare state benefits are assessed negatively in the index. Government intervention when it supports the interests of large companies, such as B. extensive patents, however, are rated in the index as positive for freedom.
A statistical point of criticism is that the index criteria themselves correlate with each other in part; Dialge and Vallée (University of Nantes) came to the conclusion in a 2015 review that the index is therefore not statistically valid.
