In the planning phase in the early 1980s, the interstate was intended as a toll road in order to quickly cover the construction costs. However, these plans were discarded until commissioning. A western section was opened to traffic in May 1988, an eastern section on February 24, 1989 and the middle section finally on October 21, 1989. On June 11, 1990, the street was named Interstate 595, and on March 22, 1991, the Rainbow Interchange with Interstate 95 was completed.
