Johan Jakob Jakobsen (born April 15, 1937 in Namsos , Nord-Trøndelag ; † June 30, 2018 ) was a Norwegian politician of the Senterpartiet (Sp) who, among other things, was a member of the Storting for 28 years , several ministers and twelve years chairman of the Senterpartiet was.

Life

Professional activities and local politicians

Jakobsen, the son of a provincial agronomist, entered the officer candidate school in Bergen after graduating in 1956 and then began training at the agricultural school in Jønsberg in 1959 , before studying at the Norwegian agricultural college in Ås from 1959 to 1962 . From 1962 to 1972 he was head of department at the agricultural cooperative Felleskjøpet in Namsos and at A / L Namdal Kornsilo . At the same time he ran his own farm in Namsos from 1963 to 1993 , and in 1971 he also graduated from the commercial school .

In the mid-1960s he began his political career in local politics and was from 1967 to 1972 member of the local council of Namsos and at the same time between 1971 and 1973 member of the council of Fylke ( Fylkesting ) of Nord-Trøndelag. In addition, from 1967 to 1969 he was vice-chairman of the Senterungdommen , the youth association of the Center Party, as well as a member of the commissions for drawing up the party programs for the 1969 and 1973 elections.

Storting MP, parliamentary group and party chairman

After he was a deputy member of the Storting from 1969 to 1973 and political secretary in the Ministry of Transport between 1972 and 1973 , he was elected for the first time as a member of the Storting for the Senterpartiet in 1973 and represented the constituency of Nord-Trøndelag for 28 years until 2001 . At the beginning of his membership in parliament he was secretary of the Odelsting , the first chamber of parliament that still existed at the time, from October 1973 to September 1977 .

In October 1977 Jakobsen, who was the chairman of the commission for the preparation of the party program for the 1977 election, succeeded Erland Steenberg as chairman of the Sp parliamentary group in Storting, and held this position until he was replaced by Johan Buttedahl in June 1983. Afterwards he was a member of the parliamentary committee of his party.

In 1979 he also succeeded Gunnar Stålsett as chairman of the Senterpartiet and held this position for twelve years until 1991.

In the course of his parliamentary activities he was a member of the Storting committees for agriculture (Landbrukskomité) , for foreign and constitutional affairs (Utenriks- og konstitusjonskomité) , for elections (Valgkomité) , for defense (Forsvarskomité) and for work planning (Arbeidsordningskomité) . He was also a delegate to the Nordic Council between January 1978 and September 2001 and, most recently, from November 1997 to September 2001 a member of the Storting's delegation for relations with the European Parliament .

Ministers and functions in the private sector

On June 8, 1983, Prime Minister Kåre Willoch appointed him Minister of Transport in his government as part of a cabinet reshuffle and was a member of this until the end of Willoch's term of office on May 9, 1986. During this time he was also a member of the Defense Council.

In April 1991 he succeeded Anne Enger Lahnstein in the office of chairman of the Sp parliamentary group in Storting and held this position until he was replaced by Odd Roger Enoksen in March 2000. Instead, Anne Enger Lahnstein succeeded him as party leader.

On October 16, 1989, Prime Minister Jan P. Syse appointed him Minister for Local Affairs and Labor in his government , a minority government made up of Høyre , Kristelig Folkeparti and Senterpartiet . After a reorientation of the departments, he last served as local minister from January 1, 1990 until the end of Syse's term of office on November 3, 1990.

After leaving Parliament in 2001, Jakobsen took on numerous positions in companies in the private sector , but also in social institutions. On the one hand, he has been a board member of the Foundation for Swedish- Norwegian Cooperation (Svensk-norske Samarbeidsfond) and the Norwegian Veterinary University since 2001, and between 2000 and 2007 was a board member of Falstadsenteret , the Norwegian Center for Human Rights in Ekne and, from 2001 to 2002, a consultant to Phytochem Holding ASA . He was also a board member of the Namdalen Regional Museum from 2004 to 2007 and, from 2006, an advisor to the Norwegian Institute for Strategic Studies (Norsk institutt for strategiske studier) .
