State election in South Tyrol 2018

The state elections in South Tyrol in 2018 took place on October 21, 2018. The 35 members of the South Tyrolean Parliament were newly elected . The turnout was 73.9%. On the same day the election for the Trentino Landtag took place. The South Tyrolean and Trentino state parliaments then jointly formed the Regional Council Trentino-South Tyrol, which has 70 mandates .
The XVI. The legislative period began on November 14, 2018. On January 25, 2019, the state parliament elected the South Tyrolean provincial government ( Kompatscher II cabinet ).

In the state elections in South Tyrol in 2013 , the South Tyrolean People's Party (SVP) lost the absolute majority it had held since 1948 and formed a coalition with the Democratic Party (PD). The parties for the separation of South Tyrol from Italy, Die Freiheitlichen and Süd-Tiroler Freiheit (STF), achieved considerable gains, as did the Greens , while the Italian right-wing parties lost heavily.
In the European elections in Italy in 2014 , the SVP achieved 48.0%, the center-right camp together 13.0% (including the Lega Nord , which stood together with the Freedom Party and was supported by the Citizens' Union for South Tyrol 6.0 %) of the PD 15.7%, L'Altra Europa con Tsipras (which also included Verdi Grüne Vërc ) 9.9%, the M5S 8.8% and the Federazione dei Verdi 3.9%.
Due to the election recommendation of the BUfS, the alliance with Ladins Dolomites and Wir Südtiroler broke in 2014. In the same year Elena Artioli from Team Autonomie voted for Arno Kompatscher as governor and left the Lega Nord. As a result, she became a supporter of Matteo Renzi , joined the Partito Democratico and became provincial coordinator of the Liberal PD .
At the constitutional referendum in South Tyrol there was an approval of 63.7%. In contrast to the opposition parties, the SVP and the PD had campaigned for constitutional reform.
In the parliamentary elections in Italy in 2018 , the SVP achieved 48.8%, the Italian center-right camp together 16.8% (including the Lega Nord , which was supported by the Citizens' Union for South Tyrol 9.6%), the M5S 13, 9%, the PD 8.5% and Liberi e Uguali (which also includes Verdi Green Vërc ) 5.1%. The turnout of around 69% was significantly lower than in 2013 (82%). The Freedom Party and the South Tyrolean Freedom had called for an election boycott.
In July 2018 Paul Köllensperger announced his departure from MoVimento 5 Stelle and the establishment of his own electoral list Team Köllensperger . The party L'Alto Adige nel cuore ran with Fratelli d'Italia in the state elections in 2018 after negotiations with the Lega Nord failed.
Suffrage
The 35 members of the South Tyrolean state parliament are elected according to proportional representation without a threshold clause. The whole country forms a constituency. Each voter has a list vote and can give a preference vote to up to four candidates from the elected list.

Historical meaning
In the South Tyrolean state elections in 2018, the South Tyrolean People's Party achieved its worst result to date with 41.9%. The regional center-right to right-wing parties Die Freiheitliche , Süd-Tiroler Freiheit and BürgerUnion für Südtirol lost and came to the worst joint result since 2003 and the BUfS did not move into the state parliament for the first time after it was founded. The parties of the Italian right and center-right camp ( Lega Nord , Forza Italia , L'Alto Adige nel Cuore - Fratelli d'Italia ) increased their result from 6.9% (2013) to 13.8% (2018 ) double. They started with three separate lists and won 3 seats. The team Köllensperger electoral list was a novelty and was able to unite the second-most votes from scratch. The center-left parties ( Partito Democratico , Noi per l'Alto Adige - We for South Tyrol , United Left - Sinistra unita , Greens - Liberi e Uguali ) suffered slight losses.
After the election
Government formation
In South Tyrol, according to the statute of autonomy, special provisions for the proportional representation of the various language groups must be observed when the state government is formed. In fact, the “German” SVP has to look for coalition partners with “Italian” MPs.
The first exploratory talks began at the beginning of November, when the SVP invited all parties represented in the state parliament to join it. It was about a first exchange about the further procedure and cooperation as well as the formation of a political majority in the new state parliament.
A week later, the SVP started a second exploratory round in which it held talks with the Lega , the Greens and the PD . Most likely, a coalition of SVP and Lega turned out to be both to facilitate the formation of the regional government and to create more stable conditions.
At the end of November, two weeks later, the SVP party committee voted with a large majority in favor of a coalition with the Lega, with a total of 65 of 83 votes in favor of entering into coalition negotiations. Previously, the young generation and former governor Durnwalder had campaigned for such a state government.
On December 6th, the SVP started the coalition negotiations with the Lega, which were concluded on January 3rd. The members of the SVP committee, the SVP local officials and the SVP mayors gave the coalition the green light on January 7th with 503 of 519 votes, there were no votes against.
The division of responsibilities in the Kompatscher II cabinet was announced on January 14, 2019. On January 17, Kompatscher was re-elected by the state parliament for a further term of office. 19 MPs voted for him, 16 against him. The election of the state government took place on January 25th.

Change of parliamentary group during the current legislative period
The MP Carlo Vettori separated from the Lega Nord parliamentary group at the end of 2019 and subsequently founded the Autonomia Alto Adige parliamentary group . However, he declared that he would remain a member of the state parliament majority and continue to support the government.
