Larry Oneil Spencer (* 1954 in Washington, DC ) is a former general in the United States Air Force (USAF). He served from July 27, 2012 to August 6, 2015 as Vice Chief of Staff of the Air Force (VCSAF; in German, for example: Deputy Chief of Staff of the USAF ).

Education and career

Spencer grew up in Prince George's County , Maryland , where he attended a local high school . In 1979 he graduated from Southern Illinois University Carbondale , Illinois with a Bachelor of Science degree in industrial engineering and entered active service in 1980 after a year of training at the Air Force Officer Training School at Lackland Air Force Base , Texas .

During the 1980s, he served in various positions, primarily as accounting officer , such as the Air Force Reserve Command (AFRC), Georgia , the USAF headquarters in the Pentagon, and the 1992 inactivated Military Airlift Command , a former main USAF command based on the Scott Air Force Base , Illinois, where he was responsible for budget and budgetary matters.

He assumed his first command in 1990 after attending Marine Corps Command and Staff College for a year , where he directed the 4th Comptroller Squadron at Seymour Johnson Air Force Base , North Carolina . This was followed by commands through the 72nd Support Group at Tinker Air Force Base , Oklahoma (1996-98), and through the 75th Air Base Wing at Hill Air Force Base , Utah (1998/99), followed by almost four years of service at headquarters of Air Combat Command , Langley Air Force Base , Virginia , where he was in turn responsible for accounting .

Spencer's other education includes Masters degrees in Business Management from Webster University (1987) and Resource Strategy from National Defense University (1994). Larry Spencer is married to Ora Spencer and they have three children together.

Service in the rank of general

In June 2003, Spencer was transferred to the Air Force Materiel Command (AFMC) headquarters at Wright-Patterson Air Force Base , Ohio , as Director of Mission Support , and was promoted to Brigadier General on July 1, 2004 . He then was Vice Director of the Oklahoma City Air Logistics Center at Tinker Air Force Base from August 2005 to August 2006 .

From August 2006 to October 2007, Spencer served as Director for Budget Operations and Personnel at the Assistant Secretary of the Air Force , from August 2007 on with the rank of Major General , then until 2010 as Deputy Assistant Secretary for Budget and then promoted to Lieutenant General from April 2010 to July 2012 as Director of Force Structure, Resources and Assessments on the United Joint Chiefs .

On May 11, 2012, US President Barack Obama nominated Spencer to succeed Philip M. Breedlove , who in turn assumed command of the US European Command , as Vice Chairman of the USAF General Staff. The Senate confirmed the nomination on May 24th, Spencer finally took the post on July 27th of the same year, his promotion to general took place as part of the transfer of command.

Spencer retired on August 6, 2015 , and was succeeded by David L. Goldfein as VCSAF .
