After attending military school, he was released as first lieutenant in the General Staff on November 1, 1876 and promoted to captain 1st class on May 1, 1879 . In the period 1883–1887 he had a teaching position for tactics at the Theresian Military Academy.

From 1876 to 1877 Liborius Frank was assigned to the service of the Tyrolean Jägerregiment , on November 1, 1887 he was promoted to major and on May 1, 1890 to lieutenant colonel. From 1887 to 1891 Frank was assigned to the General Staff and was promoted to colonel on November 1, 1892 . From 1891 to 1892 he was in service with the 33rd Infantry Regiment. In 1895 Frank took command of the 71st Infantry Regiment and then he was in command of the 56th Infantry Brigade. On November 1, 1898, he was promoted to major general and on May 1, 1903 to field marshal lieutenant.

On June 16, 1908, Liborius Frank was appointed commander of the 7th Corps near Timisoara . Here he received the title of Privy Council. Until April 16, 1910 he was commanding general in the Banat and fortress commander of Timisoara, when he was replaced by Anton Seefranz von Kevevára . From 1910 to 1914 Liborius Frank was army inspector for the armed forces of Austria-Hungary.

At the beginning of the First World War , Ritter von Frank, meanwhile promoted to General of the Infantry , took command of the 5th Army on the Drina . In the first attempt in August 1914, he could not defeat the Serbian troops in the Battle of Jadar and had to withdraw again. During the second attack in September 1914, he was successful in the second battle of the Drina and penetrated the Mačva . At the beginning of November his troops fought their way to the Kolubara . In the Battle of the Kolubara , however, the Serbs began a surprising counter-offensive which led to a retreat. The simultaneous heavy defeat of the Austro-Hungarian 6th Army on the south wing forced the abandonment of the recently occupied Belgrade in mid-December and initiated the retreat of the 5th Army behind the Danube and Sava . Both his superior FZM Potiorek and Frank had to resign from the command.

He is buried in the St. Leonhard Cemetery in Graz .
