The original responsibility for Zambia's public roads lay with the now-defunct National Roads Board . The Zambian Parliament passed three laws in 2002 (Road Traffic Act No. 11 of 2002, Public Roads Act No. 12 of 2002, National Road Fund Act No. 13 of 2002), with which the previous administrative structure was merged into three new agencies, which are subordinate to the Ministry of Transport, Works, Supply & Communications . It was not until 2005 that the new institutions actually began to function. These are therefore:

  • Road Transport and Safety Agency RTSA (took over the responsibilities of the National Road Safety Council and National Transport )
  • Road Development Agency RDA (took over the tasks of the Roads Department )
  • National Road Fund Agency NRFA

Toll stations have been set up on some routes since 2013 . The system of road user charges has been in a test phase since then. The Road Development Agency is responsible .
