The main statute of the district describes the flag as follows:

"The coat of arms of the district of Soest shows on a white field in a split shield in front the vertical red Soest key and behind the continuous black cross of Kurköln, adorned by the red, five-petalled Lipperose with golden lugs and golden sepals." (Approved on May 26th 1976) [...]

"The circle carries the following flag: In the middle of a white, with two red side stripes in a ratio of 1: 3: 1 accompanying the circle's coat of arms."

The municipality was also granted the right to fly a flag in a certificate from the district president dated November 23, 1971.

In the shield, which is divided from silver (white) over blue in a wavy cut, the coat of arms contains a continuous black cross at the top and a silver (white) cog wheel growing out of the base of the shield at the bottom.

The municipality of Wickede (Ruhr) was also granted the right to fly a flag in a certificate from District President Arnsberg dated April 3, 1970. The municipality's flag is blue-white-blue striped lengthways and bears the municipality's coat of arms in the upper half of the white field.
