Martin Graf (2004)

Martin Graf (born May 11, 1960 in Vienna ) is an Austrian lawyer and politician ( FPÖ ). From 1994 to 2002 and from 2006 to 2013 he represented his party as a member of the National Council . From October 28, 2008 to October 29, 2013 he was the third President of the National Council. Graf also held several high-ranking positions in Austrian companies and works as a publicist. Since November 2017 he has been a member of the National Council again.

Life

education

Graf attended elementary school in the Vienna district of Donaustadt from 1966 to 1970 and then from 1970 to 1975 the grammar school in the Leopoldstadt district and until 1979 the federal upper level grammar school in Krems . From 1979 to 1980 he did basic military service as a paramedic in the Austrian Armed Forces . Graf completed his law studies at the University of Vienna in 1987 with the degree Mag. Iur. and then in 1994 with the degree Dr. iur. completed.

Fraternity members

Graf is a member of the Academic Burschenschaft Olympia , which is classified as right-wing extremist by the Documentation Archive of the Austrian Resistance (DÖW). In return, Graf describes the DÖW as “an organization that is very left-wing”, for which “every position that is not left is already right-wing extremist”. Today he is the Old Lord of Olympia.

In 2002 Graf was one of the founders of the fraternity initiative SOS Fundamental Rights and Democracy.

Graf was portrayed in 2013 by the fraternity member Odin Wiesinger in front of the colors of the German flag. Graf "is proud" that Wiesinger "is his friend."

Political activity

Martin Graf's political career began in 1981 when he became a member of the Ring of Freedom Students (RFS). Six years later he joined the FPÖ, in 1990 he became a member of the district party leadership Vienna-Donaustadt. A year later he became part of the Vienna regional leadership, and in 1994 he got a seat in the federal party leadership. Graf has been a member of the Vienna State Party Board since 2003. From 1991 to 1994 he was the deputy head of the district in Vienna- Donaustadt .

From 1994 to 2002 he was a member of the FPÖ to the National Council, and since 2006 he has held a seat again. In 2008 he ran for the Freedom Party (FPÖ) on the Vienna state party list in third place.

In an interview with Armin Wolf on the ORF broadcast Zeit im Bild 2 on November 8, 2006, he confessed to the "German people and culture community". He justified this with the fact that after the Second World War the maternal family was expelled from the Sudeten area , which was then populated by German-speaking countries .

Graf is the area spokesman for research, science and education in the FPÖ. He is also a member of the Incompatibility Committee and the Immunity Committee. He was chairman of the committee of inquiry FMA , BAWAG , Hypo Alpe-Adria and other financial service providers and the Science Committee.

On September 30, 2008, he was proposed by the Federal Party Executive of the FPÖ for the office of the third President of the National Council.

Despite severe criticism, he was elected on October 28, 2008 with 109 out of 156 valid votes , 27 votes for the opponent Alexander Van der Bellen , who was nominated by the Greens , and another 20 for other people.

Graf publishes various political comments on the website Unzensuriert.at , which is largely designed by Graf's office employees.

On June 27, 2013 Graf announced that he would no longer run in the 2013 National Council election and would withdraw from politics. He justified this with the fact that he wanted to protect the party and family from planned “ dirty campaigning ” by the SPÖ in the election campaign against him.

Private

Martin Graf is married and has two daughters and a son.

Discourses and allegations

Relationship to right-wing extremism

On November 26, 1987, Graf was a member of the RFS at a performance by the German neo-Nazi Reinhold Oberlercher at the University of Vienna. Regarding the current state borders of Germany, he said that these “were drawn at random; the German nationality must be able to develop freely in Europe. "

Between 2003 and 2007 Graf was chairman of the ethnic- oriented Sudeten German association Witikobund , in which the German Federal Office for the Protection of the Constitution repeatedly noted "a concentration of indications for right-wing extremist efforts".

On April 15, 2009, Graf engaged Walter Marinovic, who was classified by the DÖW as “on the right edge of right-wing extremism”, as a speaker for a book presentation by Andreas Mölzer in parliament.

Staff appointments in the ARC

In connection with his work in the ARC, Graf was accused of arbitrarily assigning posts to fraternity members close to him.

National Council presidency candidacy

In the autumn of 2008, Graf's candidacy for the office of the third President of the National Council met with fierce criticism. There were calls from many quarters to the members of the National Council not to vote for Graf: Mauthausen Committee Austria , DÖW, Israelitische Kultusgemeinde , Verein Gedenkdienst , ÖH and GPA-djp .

On October 16, Graf gave a press conference in which he declared that he was "based on the values ​​of the revolution of 1848" and that "neither his ideology nor his national beliefs could disqualify him for offices in Austria."

Staff appointments as third President of the National Council

Graf was repeatedly criticized for having employed members of striking fraternities, some of which had contacts with right-wing extremist organizations or companies.

The office manager Walter Asperl is a member of the Olympia fraternity .

Graf's IT officer Sebastian Ploner was a member of the Olympia fraternity and co-organizer of the right-wing extremist summer camp Jugendbund Sturmadler. Ploner to the neo-Nazi Shipping turmoil right-wing books and clothing have ordered. T-shirts with National Socialist symbols such as the imperial eagle and a cipher for the Hitler salute are said to have been among the items ordered . Marcus Vetter and right-wing extremist Gottfried Küssel took part in a parade at the grave of the German Air Force fighter pilot Walter Nowotny . Hubert Keyl, Graf's driver and adviser in committees, was a member of the Silesia fraternity until a brawl in a brothel at a fraternity party on March 12, 2010. Keyl had previously been a member of the beating Albia fraternity, from which he had also been expelled. On May 27, 2009 the departure of Ploner and Vetter from the Grafs office was announced. In 2011, another employee of Graf resigned himself after he had been expelled from the party for attempting to recruit skinheads for the FPÖ, according to Gerhard Kurzmann , Styrian state party leader of the FPÖ.

FC Hellas Kagran

Graf was accused of having excluded players for political reasons in his role as president of the football club FC Hellas Kagran . On the board of the association, Graf had mainly appointed people close to the FPÖ, which his deputy office manager, who is also chairman of the association, justified with the fact that there are other associations “that are entirely red or black”. The granting of the buffet operator rights to one of his employees in the office of the third President of the National Council also met with criticism.

Waiver of immunity

In February 2009, the Vienna Public Prosecutor submitted an application to the National Council for the waiver of immunity, as investigations had been initiated against Graf on suspicion of fraudulent Krida and infidelity in connection with his work at the ARC. On March 12, 2009 Graf's immunity was lifted by the National Council with the votes of the Greens, SPÖ and ÖVP. In August 2014 the investigation was closed.

Ariel Muzicant

After Ariel Muzicant had accused the FPÖ General Secretary Herbert Kickl in May 2009 of engaging in “agitation” that reminded him of Joseph Goebbels , Count Muzicant indirectly referred to the FPÖ party newspaper Neue Freie Zeitung as “the foster father of anti-fascist left-wing terrorism” and threw him also propose to endanger democracy and freedom of expression. This provoked protests from the SPÖ , ÖVP and the Greens . Gertrud Meschar Private Foundation

In May 2012, the case of the 90-year-old Viennese Gertrud Meschar became known, who Graf had accused of acting to her disadvantage as a director of her private foundation. Graf rejected all allegations; the FPÖ saw the allegations as incorrectly presented.

Subsequently, Graf resigned from the board of directors of the private foundation. He rejected the demand put forward by the other parliamentary parties for a resignation as the third President of the National Council. In September 2012, the Vienna Public Prosecutor's Office started an investigation, which was discontinued in August 2014. The resolution necessary for the infidelity could not be ascertained, and also a deception necessary for fraud could not be proven.
