Moray ( Gaelic Moireibh , Latin : Moravia ) is one of the 32 Council Areas in Scotland . It is in the north-east of the country and borders Aberdeenshire and Highland . The county comprises parts of the traditional counties of Banffshire , Inverness-shire , Morayshire and Nairnshire . Elgin is the largest city and administrative center of the region .
