Highland ( Scottish Gaelic Gàidhealtachd ) is one of 32 Council Areas in Scotland . The largest of all Scottish administrative districts in terms of area , borders Moray , Aberdeenshire , Perth and Kinross and Argyll and Bute . It includes the traditional counties of Caithness , Cromartyshire , Inverness-shire , Nairnshire , Ross-shire , Sutherland and the northwestern part of Argyll . Highland County comprises only part of the geographic Highlands . From 1975 to 1996, Highland was a Scottish region .

history

The Highland region was formed in 1975 from the counties Caithness, Nairnshire, Sutherland, parts of counties Argyll and Moray and the mainland portion of counties Ross and Cromarty and Inverness-shire. The region was divided into eight districts :

In 1996, as part of an administrative reform, the regions and districts were abolished and replaced by unitary authorities . In Scotland these are known as Council Areas , and a total of 32 Council Areas have been established in Scotland. The eight districts of the Highland region were dissolved and the Highland Council Area was formed from across the region .

Internally, the Highland Council Area is divided into a total of 22 wards (administrative units). These serve on the one hand as electoral districts, which, depending on the size of the population, send three or four members to the council, on the other hand as internal regional organizational units that are granted an annual fixed amount of money for independent, freely usable disposal. They are each headed by a ward manager, and some of these people can also look after several wards at the same time. In addition to content-related committees, there are also eight spatial committees, which are linked to the former districts in terms of both name and area of ​​responsibility. As of 2005, six of these were combined in pairs, but were separated again in 2015. Due to the large extent of Highland, the Council Area covers around a third of the total area of ​​Scotland, there are a large number of branch offices of the administration.

At the local level, Highland is divided into 154 Community Council Areas, whose bodies, elected by the population, are known as Community Councils.
