The social liberals (short name: SL, until 2016 Neue Liberale, from 2016 to 2019 Neue Liberale - Die Sozialliberalen ) is a small German party that was founded in September 2014.

The founding of the party was initiated by prominent, mostly former Hamburg FDP politicians. The party's registration was confirmed by the Federal Returning Officer on September 16, 2014. It held its founding party conference on September 28, 2014 in Hamburg .

Positions

In documents of the founding group it is said that the goal is "a free society in which every person is respected in his individuality and can develop". Central themes of the New Liberals are the possible introduction of a citizen's benefit as well as the improvement of the chances for “ refugees , migrants , people with disabilities , old people , increasingly families , but also career starters”.

A first basic program was drawn up before the party congress and then adopted at this. Among other things, it says: “For us, the economy is not an end in itself. As a prerequisite for material freedom, everyone has a right to work under humane conditions and to fair wages. "It is time to" fight social injustice, support people in social need and promote their skills and talents. "

In order to enable direct democratic votes within the party, the federal party congress is to be broadcast live at party congresses in the various regions of Germany. There, the members should vote simultaneously on proposals. The party calls this satellite party conference .

At the second federal party congress on January 31 and February 1, 2015, the members of the social liberal program resolutions on the subjects of home affairs, education, social affairs, the economy and Europe.

The social liberals advocate the founding of a European republic, modeled on the Federal Republic of Germany. A corresponding motion for a resolution was unanimously adopted at the federal party conference on January 19, 2019 in Frankfurt.

After a series of electoral defeats by the FDP after the federal election in 2013 , a group of former FDP politicians formed who wanted to found a new party. Shortly before the state elections in Saxony in 2014 , in which the FDP left the state parliament, it became known that the official establishment as a federal party was planned for the end of September 2014 and that a candidate for the state election in Hamburg in 2015 was being considered.

The founding party convention took place on September 28, 2014 in Hamburg. Around 150 members were present. Sylvia Canel and Najib Karim were elected for the first dual leadership . There were members from Saxony , Lower Saxony , North Rhine-Westphalia , Bavaria , Brandenburg , Schleswig-Holstein and Berlin . At that time, a third had double membership, which the statutes allow. Part of it was also with the FDP and a good third with the pirates . As a political opponent, the party does not primarily see the FDP, but above all the Alternative for Germany (AfD).

In the aftermath of the party congress, it was discussed whether the social liberal was a split from the FDP. The board does not see it that way, because “many new liberals come from the pirates, the SPD or the Greens ”. FDP leader Christian Lindner reacted to the founding of the party with the assessment that “no further social democratic party left of the center is needed”. What is missing, however, is "a voice for positive individualism and personal responsibility".

The original logo was a double logo, consisting of a circle logo with the words "Neue Liberale" and another circle logo with the words "Li", which has not been used since June 2016. Since the party has been using the additional designation “Die Sozialliberalen” since March 2016, this addition has been added to the logo with the words “Neue Liberale”. More recently, “social liberals” as the core brand of the party has even been placed in front of the original name.

Further development

The Hamburg regional association was founded in mid-October 2014. He decided to run for the 2015 general election in Hamburg ; the citizenship candidates were nominated on November 2nd.

After the change of the Green District MPs Kay Wolkau and Isabel Wiest as well as Barbara Lewy and Anna-Lena Bahl from the SPD to the New Liberals, the party had parliamentary strengths in the Hamburg-Harburg district assembly . She retained the parliamentary group status even after Bahl's withdrawal from the district assembly.

On November 25, 2014, the Free Voters announced that they would not stand for election in favor of the New Liberals.

On December 15, 2014, two months before the citizenship election date, the results of a poll conducted by “mafo.de” among 500 Hamburg residents were published; here the party was three percent. In the previous and later published survey results, however, the party was not listed separately.

The second federal party conference took place on January 31 and February 1, 2015, at which the party's program was developed. In addition, a treasurer and a federal program manager were elected.

Christian Bethke, Federal Chairman 2015 to 2019

A few days before the state elections in Hamburg, the party recommended that voters vote for the SPD's constituency candidates, as the New Liberals did not present their own constituency candidates, but only ran a state list. In the election on February 15, 2015, the New Liberal received 0.5 percent of the valid votes and thus clearly missed the goal of entering the Hamburg citizenship.

On May 10, 2015, the Neue Liberale took part in the election of the councils of the city of Bremen , in which they stood in two of 22 districts. It received 1.4 % of the valid votes in the middle and 0.4% in the eastern suburbs . With that she won a mandate in no district. A few days later, Bremen's state chairman and federal ombudsman Patrick Hennings resigned from the party and rejoined the Greens , where he had previously been a member.

In the Wandsbek district assembly , then Federal Chairwoman Sylvia Canel founded a “Liberal Fraction Community” (LFG) with a member of the FDP and a former AfD member on June 17, 2015, which existed until June 19, 2019.

The third federal party conference took place from November 28 to 29, 2015 in Langenhagen near Hanover . There, among other things, the structure of the federal board was changed and completely new. Christian Bethke was elected as the new federal chairman . It was also decided to change the party name to New Liberals - The Social Liberals on March 15, 2016 .

On June 9, 2018, the party put up its list for the 2019 European elections in Kassel and nominated Christoph Pyak, who had recently left the FDP, as the top candidate. The NL was able to collect the necessary 4000 supporter signatures and their list was approved by the Federal Electoral Committee for the European elections on March 15, 2019 . The party put its European election campaign under the motto "Republic of Europe" and presented its short program with the claim "Time for a Europe of the citizens".

At the federal party conference in Berlin on November 30th and December 1st, 2019, Dieter Schulz was elected as the new federal chairman. In addition, the party congress decided to change the name of the party to "Die Sozialliberalen" (SL).

Attempt to consolidate social liberal forces

On January 6, 2015, the New Liberals announced that they would discuss the possibility of a merger with the two German parties Consumer Protection Party (VS) and Liberal Democrats - the Social Liberals . Corresponding talks should begin after the state elections in Hamburg.

At a press conference published a joint "Social Liberal Declaration" on 21 March 2017 attended by the New Liberals and the Liberal Democrats, the Pirate Party , the Party of the Humanists , the transhumans Party and the Working Group Your Turn the Left Youth have been involved. Other organizations or individuals were invited to join in order to promote social liberal cooperation and establish a common social liberal party.

Election results

When they first ran for the Hamburg citizenship on February 15, 2015, the New Liberal received 0.5 percent of the valid votes.

To Bremen state election, 2015 but in May they also wanted to run, pulled their participation and stepped only to the council elections in Bremen-Mitte and Bremen Östl. Suburb , but without attaining mandates.

In the local elections in Hesse in 2016 , she ran in Frankfurt am Main , where she received 0.3% of the valid votes.

In the 2017 Bundestag election , direct applicants for the party ran in the constituencies of Kiel , Neustadt-Speyer and Mainz and obtained a total of 880 of the 523,858 valid first votes in these constituencies, which corresponds to 0.168% of the votes.

In the European elections in 2019 , they ran for the first time nationwide and received 15,909 votes (0.04%), which meant the third from last place of all 41 parties. At the district assembly election in Hamburg on the same day, they achieved a share of 2.2% in Harburg with 6,392 votes, but no mandate.

Party structure

According to the statutes, regional associations and other subdivisions are only founded “by resolution of the federal board”. The statutes stipulated that in the city-states of Berlin, Bremen and Hamburg there may be "only one basic group or one regional group without further subdivisions".

On January 18, 2015, a Bremen regional association was also founded. Shortly after participating in the election to the council of the city of Bremen on May 10, 2015, both state chairmen resigned from the party. Since then, the regional association has been de facto dissolved.

The historian Fritz Stern supported the New Liberal Party and addressed a greeting to the members at the 2nd Federal Party Congress. In an interview with the daily newspaper Die Welt , he assigned her the task of “saving the liberalism that begins in the spirit with the old virtues such as practical reason and honesty”. Fritz Stern was also a member of the Social Liberal Thinking Forum founded by the party.

In September 2014, the political scientist Oskar Niedermayer saw no prospects of success for the new party to establish itself because it offered no alternatives in terms of content or personnel. It lacks the unique selling point because it does not occupy a socially relevant topic that is not already occupied by other parties.

On the occasion of the 2019 European elections, ARD reported on the New Liberals in an overview of small parties: “The party is entering the European elections with a central proposal: The EU should be converted into a Republic of Europe. (..) The party therefore wants pan-European laws to be passed by the EU Parliament alone and thus binding for all of Europe. "
