Piberbach is a municipality in Upper Austria in the Linz-Land district in the central area with 1875 inhabitants (as of January 1, 2020). The responsible judicial district is the judicial district of Traun .

geography

Piberbach lies at an altitude of 320 m in the central region of Upper Austria. The maximum extension of the municipality is from north to south 4.6 km, from west to east 6.7 km. The total area is 17.3 km². 10.4% of the area is forested, 78.6% of the area is used for agriculture.

The community is made up of the cadastral communities Piberbach in the north and Brandstatt in the south. Piberbach covers 744.37 hectares, Brandstatt 991.14 hectares. The Piberbach cadastral community accommodates the majority of the community's population. The northernmost settlement is the Rotte Weifersdorf ( 365  m above sea level ), which in 2001 comprised 128 buildings and 441 inhabitants. Weifersdorf also included the northeastern districts, the Landthüllner farm, the Radlehner hamlet and the Stöckl and Teichlehner farms. South of Weifersdorf, the village of Piberbach is the most populous settlement in the municipality. In 2001 it comprised 166 buildings with 766 residents. In addition to the actual village of Piberbach ( 320  m above sea level ), the village of Piberbach-West ( 320  m above sea level ) to the west of Piberbach , the scattered settlement of Piberbach-strewn houses and the Huber farms around the village of Piberbach became part of Piberbach , Lindenhof, Ofner, Schenker, Schwaiger and Zeissl counted. To the south of Piberbach and thus in the cadastral community of Brandstatt there are almost only scattered settlements. The northernmost settlements of the cadastral community are the scattered settlement Winden in the west and Pellndorf ( 380  m above sea level ) in the east. Winden consisted of 53 buildings in 2001, housed 152 residents and also included the Rotte Bruck and the hamlet of Wolfstein. In 2001 Pellendorf had 24 buildings and 78 residents as well as the individual farms Krahmühle, Stierberg and Zwicklmayr. In the south of the community is the scattered settlement of Brandstatt with the Rotten Krottenhaid and Neukematen. In 2001 Brandstatt comprised 52 buildings and 165 residents. Furthermore, Statistics Austria 2001 also showed the settlement area with 46 buildings and 103 inhabitants.

Between 2001 and 2011, Weifersorf and Piberbach were able to increase their population significantly, while the other districts recorded hardly any changes in population or slight losses. In 2011 Piberbach had 838 inhabitants, Weifersdorf had 521, Brandstatt 160, Winden 154, Siedlung 87 and Pellndorf 85 inhabitants.

history

The earliest written document is from 1035 and is "Piparbach". It is based on an Old High German bibar (beaver).

Originally located in the eastern part of the Duchy of Bavaria , the place belonged to the Duchy of Austria since the 12th century . From 1490 on it was assigned to the Principality of Austria ob der Enns .

During the Napoleonic Wars , the place was occupied several times. In 1814, the Piberbach Castle , located on the site of today's town center, was demolished.

Since 1918 the place belongs to the federal state of Upper Austria. After Austria was " annexed " to the German Reich on March 13, 1938, the place belonged to the Gau Oberdonau . After 1945 the restoration of Upper Austria took place.

Population structure

In 2013, 1,844 people lived in the municipality of Piberbach, making Piberbach the fifth smallest of the 22 municipalities in the district. At the end of 2001 97.4 percent of the population were Austrian citizens (Upper Austria 92.8 percent, Linz-Land district 91.4 percent), by the beginning of 2013 the value rose slightly to 96.2 percent (Upper Austria 91.1 percent, Linz district -Land 89.0 percent). A total of 70 foreigners were counted in the municipality in 2013, 90 percent of whom came from Europe. The largest contingent was made up of people with citizenship from the former Yugoslavia (excluding Slovenia), who alone made up 28 percent of all foreigners. In 2001, 80.7 percent of the population committed to the Roman Catholic Church (Upper Austria: 79.4 percent), 8.1 percent were Protestant, 7.9 percent without a denomination and 0.6 percent of Islamic faith.

The average age of the community population in 2001 was below the national average. 21.1 percent of the residents of Piberbach were younger than 15 years (Upper Austria: 18.8 percent), 61.5 percent between 15 and 59 years old (Upper Austria: 61.6 percent). The proportion of residents over 59 years of age was 17.4 percent, below the national average of 20.2 percent. As a result, the average age of the population of Piberbach changed in all segments. The proportion of people under the age of 15 fell to 17.0 percent as of January 1, 2013, while the proportion of people between the ages of 15 and 59 increased significantly to 67.4 percent. In contrast, the proportion of people over 59 years of age fell to 15.6 percent. According to their marital status, in 2001 44.9 percent of the residents of Piberbach were single, 45.6 percent married, 5.6 percent widowed and 3.9 percent divorced.

Population development

The community of Piberbach recorded hardly any population movement between the late 19th century and 1939. Rather, the population fluctuated between around 900 and 1,000 residents. The population development was below average compared to the province of Upper Austria and the district of Linz-Land. Only from 1939 does the community show a strong population increase, with the growth in the 1940s, 1960s and since 1991 being particularly strong. Since 1961, population growth in the municipality has been above the national average, although the growth rates in Piberbach are still well below the district average. In the 1970s, Piberbach benefited exclusively from a positive birth balance with a simultaneous slight emigration. In the 1980s, emigration stopped while the birth balance increased. From the 1990s, however, immigration rose sharply, with the birth balance still very positive. As a result, the community was able to record strong population growth. The positive birth balance remained even after the turn of the millennium, while immigration continued until 2007. Since then, the municipality has recorded a changing, but overall positive migration balance.

The municipality of Piberbach was awarded a coat of arms by the Upper Austrian provincial government on February 21, 1983. The blazon of the coat of arms reads: Raised by red and green, divided by a golden, oblique left wavy bar, inside a black, left-facing, opposing beaver. The representation of the speaking coat of arms symbolizes the course of the Piberbach, in which beavers originally lived, through the wavy bar and the beaver. The green part of the coat of arms symbolizes agriculture, the red part the commuting workforce. The community colors were set with red-yellow-green.

Municipal council

The municipal council, as the highest body of the municipality, has 19 seats and is elected every six years in the course of Upper Austria-wide municipal council elections. At the same time, the mayor is determined in a direct election , whereby there is no absolute majority for a candidate in a runoff election .

For a long time the strongest force in community politics was the Social Democratic Party of Austria (SPÖ), which between 1973 and 1991 was able to achieve an absolute majority in seats and with one exception also an absolute majority. The SPÖ was able to book between 49% and 54% for itself. The Austrian People's Party (ÖVP) was always in second place during this period and achieved between 23% and 42%, while the Freedom Party of Austria (FPÖ) landed in third place with 7% to 15%. In 1997, however, the ÖVP succeeded in gaining a relative majority of votes and mandates and thus breaking the dominance of the SPÖ. After 46% in 1997, the ÖVP was able to increase to 51% and from 2003 had an absolute majority of votes and mandates. The SPÖ's share of the vote between 1997 and 2009 ranged between 37% and 43%, the FPÖ's election results fluctuated within the previous range.

In the last municipal council election in 2015, the ÖVP had 46.7% of the vote or 9 seats and thus lost the absolute majority in the municipal council. The SPÖ achieved 29.2% or 6 seats and the FPÖ 15.2% or 3 seats. The Greens running for the first time achieved a share of the vote of 9.0% and moved into the municipal council with 1 mandate.

From 1997, Florian Kranawetter (ÖVP) was mayor. He was elected to office in 1997 with 56.5% and was able to increase his election result in 2003 to 66.5% and in 2009 to 74.1%. In 2015 he was confirmed in his office with 66.0%. The Vice Mayor is also provided by the ÖVP.

Florian Kranawetter resigned his office in mid-October 2019, and on November 5, 2019, Markus Mitterbaur was elected as the new mayor by the local council.

Other options

In state elections, the SPÖ and ÖVP alternated several times as the party with the most votes in Piberbach. The SPÖ took first place in 1973 and 2003, while the ÖVP was able to become the party with the largest number of votes in the years 1979 to 1997 as well as in 2009 and 2015. The SPÖ recorded its best result in 1973 with 50.4%, the ÖVP in 1985 with 47.3%. The FPÖ always took third place at first, but was able to place itself in 2015 with 28.1% in front of the SPÖ. The Greens were able to increase their share of the vote from 3.9% in 1997 to 8.2% in 2015.

Following the state-wide trend, the ÖVP and SPÖ lost heavily in the last state election in 2015, also in Piberbach, and were able to win 36.5% and 22.9% of the voters respectively, while the FPÖ was able to increase its share of the vote to 28.1% . The Greens got 8.2% of the vote, the NEOS 2.9%.

Piberbach only houses one workplace with 20 or more employees. The workplace census carried out as part of the census in 2001 in Piberbach showed 27 workplaces with 97 employees (excluding agriculture), 76 percent of which were employees. The number of workplaces had increased by 11 (plus 69 percent) compared to 1991, the number of employees by 51 people (plus 111 percent). The most important branch of the economy in 2001 was real estate affairs / company services with seven workplaces and 37 employees (38 percent of employees in Piberbach). This was followed by the production of goods with four workplaces and 15 employees, as well as public administration with one workplace with 10 employees. 46 percent of the employees in Piberbach were salaried employees or civil servants, 29 percent blue-collar workers and 23 percent business owners.

Of the 1,026 economically active persons living in Piberbach in 2010, only 3.3% were unemployed. Of the 992 employed, 230 were in manufacturing (23 percent), 181 in trade (18 percent) and 87 in health and social services (9 percent). Other important sectors were the construction industry with 78 employees, agriculture and forestry with 70 employees (7 percent each), public administration with 59 employees (6 percent) and education and training with 50 employees (5 percent). Of the 973 employed persons from Piberbach (not including employed residents temporarily absent from work), only 127 persons were employed in Piberbach in 2010. 846 or 87 percent had to commute to work. Of the out-commuters, 42 percent had their place of work in the Linz-Land district and 28 percent in the city of Linz. The most important commuting communities after the city of Linz were Neuhofen an der Krems , Ansfelden and Kematen an der Krems and Traun .

In 2010, the statistics showed 50 agricultural and forestry operations for the municipality of Piberbach. These included 27 full-time businesses, 21 part-time businesses and a community of people. Piberbach is accessed by the Schiedlberger Straße (L1372), which begins in the neighboring municipality of Neuhofen an der Krems and leads through the municipality of Schiedlberg to Sierning , where there is a connection to the Voralpen Straße (B122). The Schiedlberger Straße ran through the municipality in the east, away from most of the settlement areas. The community is connected to the public transport network by bus line 420, which is operated by a private company on behalf of ÖBB-Postbus GmbH and runs from Neuhofen an der Krems via Piberbach to Sierning. The nearest train station is also in Neuhofen an der Krems, which means you can change to the Pyhrnbahn in the direction of Linz or Kirchdorf an der Krems .
