The 1963/64 season was the 29th season of the Polish Ice Hockey League , the highest Polish ice hockey division . Legia Warszawa became champions for the twelfth time in the club's history . KS Pomorzanin Toruń was relegated to the 2nd division.

In the main round, each of the eight teams played a total of 14 games. The first place in the main round was champion. The last placed in the main round rose to the 2nd division. Each team received two points for a win, one point for a draw and zero points for a defeat.
