Raymond Leo Cardinal Burke (born June 30, 1948 in Richland Center , Wisconsin ) is an American Archbishop Emeritus and Cardinal Curia of the Roman Catholic Church . He was named Cardinal Patron of the Order of Malta in 2014 , was previously Cardinal Prefect of the Apostolic Signature , Archbishop of St. Louis from 2003 to 2008 and before that from 1994 Bishop of La Crosse .

Life

Raymond Leo Burke was born as the youngest of the six children of Thomas Burke and his wife Marie. The father died in 1956 when Raymond Leo Burke was eight years old. The family later relocated to Stratford, Wisconsin. From 1962 to 1968 Burke attended Holy Cross Seminary in La Crosse , Wisconsin. From 1968 to 1971 he studied Catholic theology and philosophy at the Catholic University of America in Washington, DC and from 1971 to 1975 at the Pontifical Gregorian University in Rome .

On June 29, 1975, Raymond Leo Burke received through Pope Paul VI. the sacrament of ordination in St. Peter's Basilica . From 1975 to 1980 he was in his home diocese La Crosse associate rector at the St.. Joseph the Worker consecrated cathedral in La Crosse , Wisconsin. He also gave religious instruction at Aquinas High School. From 1980 to 1984 Burke completed a doctoral degree to become a Dr. iur. can. in canon law at the Gregoriana in Rome. He then worked in the diocesan administration of the Diocese of La Crosse , where he was appointed curiae moderator and vice-chancellor.

In 1989, he became the first United States- born marriage defender to serve on the Supreme Court of the Apostolic Signature in Rome. From 1985 to 1994 he was a permanent visiting professor for canon law at the Gregoriana. In 1993 he was made an honorary prelate by Pope John Paul II .

Bishop of La Crosse

On 10 December 1994 it appointed Pope John Paul II. To the Bishop of La Crosse and donated to him on January 6, 1995 in St. Peter's Basilica, the episcopal ordination ; Co-consecrators were the Curia Archbishops and later Curia Cardinals Giovanni Battista Re and Jorge María Mejía . The official inauguration and enthronement in the Cathedral of La Crosse took place on February 22 of the same year.

During his tenure in La Crosse, Burke built a shrine to Our Lady of Guadalupe , the patron saint of Mexico.

Archbishop of Saint Louis

On December 2, 2003, John Paul II appointed him Archbishop of St. Louis , where Burke was officially installed on January 26, 2004. Archbishop Burke organized mass celebrations in the extraordinary form of the Roman rite . He invited the Institute of Christ the King and High Priest to establish a branch in the diocese. During his time as Archbishop of St. Louis, he was the spiritual director of the Association of Consecrated Virgins in the United States. Burke was appointed by Pope Benedict on July 8, 2006 to be a member of the Apostolic Signature and on May 6, 2008 to the Pontifical Council for Legal Texts and the Congregation for the Clergy .

Prefect of the Apostolic Signature and Cardinal

On June 27, 2008, Pope Benedict XVI appointed him . the prefect of the Apostolic Signatura and thus president of the Supreme Court of the Vatican State. This made him the first non-European to preside over a curia tribunal and the tenth American to serve in the Roman curia. In the solemn consistory of November 20, 2010 Benedict XVI took him. as a cardinal deacon with the title deaconry Sant'Agata dei Goti in the cardinals college . Cardinal Burke has been a member of the Sovereign Order of Malta since June 2011 .

On December 16, 2013, Burke was replaced by Pope Francis in the Congregation for Bishops , of which he had belonged from 2011. On December 19, 2013, Burke was removed from the Congregation for the Causes of Saints .

On November 10, 2014, the daily bulletin of the Press Office of the Holy See announced in two successive reports that Pope Francis Raymond Leo had appointed Cardinal Burke as Cardinal Patron of the Order of Malta on November 8, 2014 and that Archbishop Dominique Mamberti had been appointed as the new Prefect of the Apostolic Signature . The Bonner General-Anzeiger rated this in a comment two days later as Burke's “disempowerment”. The Cologne Cathedral Radio rated the process as a dismissal and attributed it to conflicts with the Pope, whose lack of leadership Burke had sharply criticized.

In October 2016, Cardinal Burke was appointed chairman of a four-member tribunal of the Congregation for the Doctrine of the Faith, which is supposed to investigate allegations of abuse within the Catholic Church and to hear such cases in the first instance.

In December 2016 there was a dispute between the Order of Malta and the Vatican over a commission of inquiry set up by the Pope into the circumstances of the impeachment of the German Albrecht von Boeselager as Grand Chancellor of the Order by order of Grand Master Matthew Festing . According to media reports, Festing and the cardinal patron Burke had previously demanded Boeselager's resignation, which he refused, whereupon Festing declared him deposed and temporarily excluded from the Order of Malta; the reason was the distribution of condoms by Maltese in Myanmar . Festing's refusal to cooperate with the commission resulted in Festing's resignation and Boeselager's rehabilitation in January 2017 after an audience with the Pope. In the press, Burke was then portrayed as "the puller behind the power struggle".

On September 30, 2017, Pope Francis reappointed him as a member of the Apostolic Signature.

Theological positions

At the presentation of his book Divino Amore incarnato in the Pontifical Lateran University in October 2015, Burke criticized a “trivialization of the Eucharistic celebration ” in the course of the liturgical reform after the Second Vatican Council . The liturgical reform brought about a decline in faith in the real presence of Christ in the sacrament of the Eucharist , and at the same time the number of people attending worship has steadily decreased since then.
