The District 3 is one of ten districts of the North Rhine-Westphalian state capital Dusseldorf . It includes the districts of Friedrichstadt , Unterbilk , Hafen , Hamm , Volmerswerth , Bilk , Oberbilk and Flehe . The form of the city districts to structure the city of Düsseldorf was introduced in 1975. The district administration is located in the Düsseldorf Arcaden shopping center .
In contrast to other major cities in North Rhine-Westphalia such as Cologne or Duisburg , the city districts in Düsseldorf do not have proper names, but are only designated with a number.
The city district is characterized by contrasts. In the districts of Bilk, Unterbilk, Oberbilk and Friedrichstadt, closed perimeter block development predominates. In contrast to this are the districts of Hamm, Flehe and Volmerswerth, where village life is still predominant today. Also in the city district is the Hafen district, on one side still a commercial harbor with the Lausward power plant , on the other side one of the city's modern trendy districts, the Medienhafen. The Heinrich Heine University is located in the Bilk district .
In the last local elections in 2014 , the population of the district who took part in the election voted for the district representation: 31.8% CDU , 29.2% SPD , 21.0% Greens , 7.9% LEFT , 5 , 1% FDP and 1.5% free voters .
