The District 4 is one of ten districts of the North Rhine-Westphalian state capital Dusseldorf . It includes the districts of Oberkassel , Heerdt , Lörick and Niederkassel on the left bank of the Rhine . The form of the city districts to structure the city of Düsseldorf was introduced in 1975. The district administration is located on Luegallee in Oberkassel.

In contrast to other major cities in North Rhine-Westphalia such as Cologne or Duisburg , the city districts in Düsseldorf do not have proper names, but are only designated with a number.

Description of the borough

The entire city district is the only one on the left bank of the Rhine and is connected to the rest of the city by three bridges over the Rhine. Large parts of Niederkassel, Oberkassel and Lörick are considered upscale residential areas, with the streets overlooking the Rhine being among the most expensive locations in the state capital. While Oberkassel is largely characterized by perimeter block developments, one and two-family houses predominate in Lörick and Niederkassel. There are still numerous buildings from the early days in Oberkassel. Overall, the city district is particularly popular with the Japanese as a place to live, not least because the Japanese School Düsseldorf and the EKO House, a Japanese cultural center with an attached temple, are located here.

The district also offers numerous jobs. In Heerdt, on the border with Neuss , there are numerous industrial and shipping companies near the Neuss port. In Lörick, the Seestern office area offers 10,000 jobs on 450,000 m² of office space. Oberkassel, on the other hand, is popular as a location for freelancers, especially among lawyers and service providers from the advertising industry. Large and well-known employers in the municipality are u. a. Vodafone (Germany headquarters), Kamps , Teekanne and the publishing center around the Rheinische Post print shop .

The location on the Rhine, with the dykes and the meadows in front of it, offers a high level of leisure potential for joggers, inline skaters, cyclists and walkers. The outdoor pool in Lörick is worth mentioning.

The area of ​​today's city district 4 essentially corresponds to that of the rural community of Heerdt, which was first mentioned in a document in the 9th century. Due to the dividing function of the Rhine and the political affiliation to Kurköln since 1378, the orientation was more towards the hinterland on the left bank of the Rhine than towards Düsseldorf. In ancient times the area belonged to the administrative area of ​​the Colonia Claudia Ara Agrippinensium . The expansion of Düsseldorf to the left bank of the Rhine did not begin until the 17th century. In 1689 , Elector Johann Wilhelm von der Pfalz (Jan Wellem) built Fort Düsselburg on the banks of the Rhine in Oberkassel to protect the city of Düsseldorf. From 1794 to 1813 the French ruled the area that had been ceded to France under international law by the Holy Roman Empire with the Treaty of Lunéville . It fell to Prussia through the Congress of Vienna in 1815 . With the beginning of Prussian rule, the rural community of Heerdt was added to the Neuss district in 1815. In 1854 Oberkassel was connected to the Aachen – Düsseldorf railway line and from 1898 the Rheinische Bahngesellschaft developed the Oberkassel residential area.

In the last local elections in 2009, the population of the district who took part in the election voted 48.8% CDU , 16.7% SPD , 14.1% Greens , 14.3% FDP , 3.3% leftists , 0.8% REP and 2.0% were accounted for by the other parties. The district representation is thus dominated by a bourgeois majority, since the CDU and FDP have 12 out of 19 seats.
