Power and Powerlessness is a television film from the crime film series Tatort . At the same time, Carlo Menzinger unexpectedly appears in the Munich police station. He wants to get married, needs papers for the wedding and would like to ask his former colleague Lechner to be his best man. While the two are still loudly saying hello, Bressinger comes from the shower, apathetically walks past them and shoots himself with his service weapon in front of his locker. Everyone is shocked and at the same time outraged that their work does not seem to be bearing fruit, because Birol Yenal, who was arrested so painstakingly, is being released again.

In the evening, Lechner's informant appears and complains to him that he is now in great danger if the perpetrators are at large. Lechner urges him to testify against the people, but this refuses. Carlo involuntarily witnesses the argument.

Batic and Leitmayr are called to a murder victim the next morning. It is Ralf Grabowski, Lechner's informant. When they look around his apartment, they find a message on the answering machine. This call comes from his brother-in-law, whom Batic and Leitmayr visit immediately. There they find out that Grabowski was always in trouble, but at the moment everything seemed to be going well because he had an apprenticeship and a policeman (Lechner) had found him an apartment to help him. The investigators go to Lechner and he confirms that Grabowski was his informant who had just helped him arrest the perpetrators of a robbery. Birol Yenal comes under suspicion, but they also have to hear from Carlo that Lechner had an argument with Grabowski. Birol Yenal is quickly found and arrested. During interrogation, he incriminated Lechner, who allegedly threatened him recently. He is accused of excessive violence.

Shortly afterwards, Lechner is found hanged in a forest. Carlo is convinced that it wasn't suicide, especially since there is no suicide note. Lechner's ex-wife knows about a lawyer who Lechner could not prove had had domestic violence and with whom he therefore often had arguments. This lawyer was Joachim Bentele, Grabowski's brother-in-law. Since forensic medicine confirms that Lechner was already dead when he was hung, Carlo also goes to look for the perpetrator. He looks around Lechner's apartment and is dejected. When Batic and Leitmayr find him there and look around, they find the weapon that Grabowski was killed with in Lechner's toolbox. In addition, his PC is stolen, but Carlo manages to get Lechner's e-mails, and there are cell phone recordings with scenes of the acts of violence that the police officers committed against potential perpetrators.

Assuming that Lechner was blackmailed by Grabowski with these recordings, they want to speak to Georg Zimmermann, Lechner's colleague, who can be seen with him on the video. However, Zimmermann evades questioning and flees the police station when he sees the investigators coming. So it turns out that he killed Grabowski because of the alleged blackmail, and also Lechner, because he recently became weak and Zimmermann had to fear that he too would reveal everything. In truth, however, his friend and colleague Iris Bülow was the sender of the email. She wanted to get her colleagues to finally stop the excesses of violence, because like Frank Bressinger, she too could no longer bear it.
