After studying law at the University of Urbino , he made a rapid career within the DC: 1948 Secretary of the DC in the province of Urbino , 1954 member of the board, 1962 to 1969 first deputy, then 1969 to 1973 secretary of the Democrazia Cristiana.

From February 1980 to October 1980 he was President of the National Council of the DC. He gave up this post and became Italian Prime Minister for a few months (October 12, 1980 to May 26, 1981) . He and his government had to resign after a reshuffle of the government triggered by the affair over the Freemason Lodge P2 failed due to the resistance of the then General Secretary of the Partito Socialista Italiano (PSI), Bettino Craxi . In the later government of Craxi (1983 to 1987), Forlani was deputy prime minister and, as a representative of the center of the DC, guaranteed the stability of this coalition government.
Arnaldo Forlani was defeated in 1976 against Benigno Zaccagnini and in 1982 against Ciriaco De Mita in the election of Secretary General of the DC. In the third attempt he succeeded at the congress of the DC on February 22, 1989, the election as general secretary of the Democrazia Cristiana.
From 1989 to 1993 he was a member of the European Parliament .
