  • The Autostrada R 7 ( Albanian for motorway R 7 ) is a 100-kilometer-long motorway in Kosovo , which is partially built, under construction or in the planning stage. Parts of the route exist as an expressway. As an extension of the A1 Autostrada in Albania, the Autostrada will connect the Albanian port of Durrës with the Kosovar capital Pristina . The highway is nicknamed Ibrahim Rugova in memory of the former President of Kosovo , Ibrahim Rugova .

    This stretch, also known as the Vërmica – Pristina and Vërmica – Merdare motorway, is the first part of the Kosovar motorway network that has yet to be developed. The first 38 kilometers of the route were opened to traffic on November 12, 2011. An extension of the motorway to the Pan-European Transport Corridor X near Niš in Serbia is in the preliminary planning phase. In July 2017 the next part from Truda or Besia to Podujeva will be built and should be completed in September. The Serbian Minister for Construction, Transport and Infrastructure Zorana Mihajlović announced in spring 2017 that the project documents would be ready by summer 2017, so that construction of the 77-kilometer section from Niš to Merdare could begin in 2018. The route is currently the most important infrastructure project for Serbia.

    Speed ​​limit and toll

    The maximum speed was set at 120 km / h from Vërmica on the Kosovar-Albanian border to Prizren-South; the following section to Suhareka is approved for 130 km / h.

    No toll should be levied until the motorway is fully completed . However, the exits have already been built in such a way that a closed, route-dependent toll system can be set up.

    Tender

    The entire project was originally divided into nine construction sections. In 2009, for the first time, seven construction companies were named for the narrower circle of possible builders: Strabag ( Austria ), Alpine (Austria), Porr (Austria), Pizzarotti ( Italy ), Terna ( Greece ), Marykol ( Turkey ) and the US / Turkish joint venture Bechtel & Enka (BEJV, see Bechtel & Enka ). Bechtel & Enka finally won the entire project tender, excluding construction section 6.

    Routing

    The motorway runs from the border crossing Vërmica  on the border with Albania via Prizren and Suhareka to Duhla in an easterly direction, largely parallel to the national road M-25 . At Duhël it swings north to meet the M-9 national road via Malisheva near Balinca . The section to the east from Balinca to Sllatina e Madhe will be formed for the foreseeable future by the M-9, which has already been developed like a motorway. At Sllatina e Madhe, the motorway branches off from the M-9 again and passes Pristina as a western bypass . For the time being, the motorway will end at the Pristina-Nord junction and merge into the M-25 national road.

    The highway in central Kosovo

    In the long term, further construction of the R 7 from Pristina to Prapashtica on the Kosovar- Serbian border for further connection with the Pan-European Transport Corridor X near Niš is planned. In November 2012, the two Prime Ministers of Kosovo and Serbia, Hashim Thaçi and Ivica Dačić , agreed on a motorway connection between Niš and Pristina. Accordingly, the two countries want to settle their political differences in the area of ​​infrastructure. They also want to set up a technical working group for the feasibility of the project for the motorway link. The important meeting took place in Brussels under the leadership of Catherine Ashton , EU High Representative for Foreign Affairs and Security Policy .

    Construction progress

    The R 7 near Malisheva

    In April 2010, the contracts between Bechtel & Enka and the Kosovar government were signed and then construction work began in the first three construction sections (Kosovar-Albanian border to Suhareka ). Asphalting work began there in April 2011. These were completed in October 2011 and the route was opened to traffic on November 12, 2011. The motorway ended at 38 km in the form of a temporary exit at Sllapuzhan .

    In sections 4 and 5 up to the connection to the M-9 ( Peja - Pristina ) southwest of Drenica , construction work began in October 2010 and January 2011, respectively. The completion of the work was forecast for October 2012. After a short section from the previous end of the motorway at Sllapuzhan to the Duhël exit (kilometer 41.7) was opened to traffic on July 13, 2012, the remaining section to the motorway junction was opened to traffic on November 27, 2012 with the M- 9 at Balinca . The four-lane connection between the capital Pristina and the Albanian border has thus been implemented.

    The formerly planned section 6 (13.8 km) was removed from the motorway project for cost reasons and instead the motorway-like M-9 national road was integrated into the route of the R-7. It is unclear whether this section of the route will be supplemented by a new motorway in the future or whether the M-9 will be expanded further and upgraded to the R-7 motorway.

    Sections 7, 8 and 9 (western bypass of Pristina , starting at Sllatina e Madhe north of Pristina airport ) have been completed.

    The extension to Niš runs from Truda to Podujeva , where it then runs in Serbia from Merdare via Prokuplje to Niš.

    Construction work is currently taking place at the border crossing. These can be binding with the Autostrada R 7.

    The construction of the motorway employs around 1,500 construction workers, two thirds of whom are people from the local area.

    costs

    The project costs for the motorway only as far as Pristina amounted to around 600 million euros, but the full financing of the project has not yet been secured.

    At the end of 2013, the US-Turkish consortium Bechtel & Enka, for which the American ambassador Christopher Dell himself advertised, raised 1.3 billion US dollars for the first 77 kilometers, four times as much as a motorway in the region costs. The Autostrada R 7 is thus the most expensive motorway in Europe. After serving as ambassador, Dell got a job at Bechtel.
