The Cadre 45/2 World Championship in 1923 was the 16th world championship, which was held until 1947 in Cadre 45/2 and from 1948 in Cadre 47/2. The tournament took place from April 30th to May 16th, 1923 in Paris , France. For the first time, the newly founded Fédération Internationale des Amateurs de Billard (FIAB) hosted a world championship. It should stay the only one. From 1924 this was taken over by the Union Internationale des Fédérations des Amateurs de Billard (UIFAB).

After the end of the tournament, Théo Moons and Charles Faroux each had 10: 2 match points. According to the statutes of the time, a game of play had to decide the winner.

The Belgian Théo Moons was the first world champion. Defending champion Charles Darantière set a new amateur world record in the best individual average (BED) with 45.45 .
Tournament mode
The whole tournament was played in the round robin system up to 500 points. In the event of a tie in MPs (except in the event of a tie for the winner), the following order will be used:
- MP = match points
- GD = general average
- HS = maximum series

The FIAB had decided that the runner-up in the World Championship could challenge the defending champion within six months. The game should always take place in the hometown of the title holder. Charles Faroux exercised this right. Thus, from 17th to 19th December 1923 the game took place in Antwerp. Three sections with up to 500 points were played.
