The SC Empor Rostock secured a starting place in the league for the coming season. With the second season winner SC Motor Karl-Marx-Stadt , who was inferior in the league championship, another team was subsequently classified in the upper league. The Saxons were allowed to take over the vacant starting place of the previous top division club TSC Oberschöneweide , who had joined the competitor from SC Einheit Berlin in October 1960 .

In the final for the relay win, SG Dynamo Weißwasser II won against ASG Vorwärts Weißwasser 7-2. In the duel between the last two in the group against relegation, BSG Lok Zittau II won against BSG Traktor Groß Düben 8: 7.
Due to an adaptation of the 1st and 2nd league to the Oberliga, which was decided in the spring of 1960, and the associated reduction in the number of participants to eight teams per league, no district league teams were allowed to move up to the 2nd division.
