Daniel Tarschys (born July 21, 1943 in Stockholm ) is a Swedish political scientist , university professor and politician of the Liberal People's Party ( Folkpartiet liberalerna ) , who was a member of the Reichstag for 15 years and Secretary General of the Council of Europe between 1994 and 1999 .

Life

Family, studies, member of the Reichstag and State Secretary

Tarschys was the son of the literary historian Bernhard Tarschys , who became program director of Sveriges Radio in 1968 . His mother was the literary historian Karin Tarschys, a daughter of the Reichstag member Nils Alexanderson and the older sister of Erik Alexanderson , who was also a member of the Reichstag between 1955 and 1970. His older sisters include the journalist and writer Rebecka Tarschys and the interior architect and designer Hedvig Hedqvist .

After attending school, Daniel Tarschys began studying political science at Stockholm University , which he graduated in 1963 as a Filosofie kandidat (Fil.kand.). A subsequent study of law there he completed in 1965 with the legal exam and in the spring of 1966 completed a guest study at the law faculty of the University of Leningrad . He then continued his studies in political science and acquired a Filosofie licentiat (Fil.lic.) At Stockholm University in 1967 and a Master of Arts at Princeton University in the same year .

After 1972 a Doctor of Philosophy ( Ph.D. acquired) at Princeton University, 1972 took place its graduation to the Philosophy doctor (Fil.dr.) at Stockholm University with a dissertation on the future policy in the classical communism and the communist system of Soviet Union , entitled Beyond the State: The Future Polity in Classical and Soviet Marxism . After receiving his doctorate, he took up a position as a research scientist and lecturer at Stockholm University in 1972 and taught there until 1976. In 1976, he and Ingemar Hedenius were awarded the Herbert Tingsten Prize.

Tarschys, who was a member of the Lidingö City Council between 1970 and 1976 , was first elected a member of the Reichstag for the Folkpartiet in 1976 and represented the constituency of Stockholm County until 1982 . During this time he was also an advisor to the Ministry of Finance between 1976 and 1978 and held this position again between 1979 and 1983, after having been State Secretary in the office of Prime Minister Ola Ullsten from October 1978 to October 1979 .

After leaving the Reichstag and working as an advisor to the Minister of Finance, Tarschys took up a professorship in Eastern European Studies and the Soviet Union at Uppsala University in 1983 , before becoming Professor of Political Science and Public Administration at Stockholm University in 1985.

In 1985 he was re-elected a member of the Reichstag and until 1994 again represented the constituency of Stockholm County . During his membership in parliament he was first chairman of the Reichstag committee for social affairs from 1985 to 1991 and then between 1991 and 1994 chairman of the foreign affairs committee of the Reichstag.

At the same time he was a member of the Parliamentary Assembly of the Council of Europe from 1986 to 1994, where he was most recently chairman of the Group of Democrats and Reformers between 1991 and 1994 . Furthermore, from 1992 to 1994 he was Vice President of the Liberal International , the world association of liberal parties.

In 1994 Tarschys succeeded Catherine Lalumière as Secretary General of the Council of Europe and held this position for five years until he was replaced by Walter Schwimmer in 1999. In 1997 the Comenius University in Bratislava awarded him the gold medal and in 1998 the Academia Europaea accepted him as a member.

After completing this position, he resumed his professorship at Stockholm University in 1999, where he taught until his retirement in 2010. In 2008, he became a member of the Royal Swedish Academy of Sciences for his scientific merits .

In addition, he worked as a senior research scientist at the Center for European Integration Research (ZEI) at the Rheinische Friedrich-Wilhelms-Universität Bonn and was awarded the Karl Staaff Gold Medal in 2009.

Orders and awards

Tarschys has received several awards for his services to European politics and his work for the Council of Europe, including the Grand Cross of the Princely Liechtenstein Order of Merit in 1996, the Grand Cross of the St. Agatha Order of San Marino in 1997, and the Grand Commander of the Star of Romania in 1999 , the Grand Cross of the Civil Merit Order of Spain and in 2000 the Grand Federal Cross of Merit with Star and Shoulder Ribbon .

He also received an honorary doctorate from the Babeș-Bolyai University of Cluj in 1997 and the Faculty of Law at the University of Ljubljana in 1999 and an honorary citizen of Dammarie-les-Lys , a small French town in the Seine-et-Marne department, in 1998 .
