Marcelino Oreja Aguirre

Marcelino Oreja Aguirre (born February 13, 1935 ) is a Spanish politician ( Partido Popular ).

Studied law in Madrid , he became a diplomat and staff member of the Spanish Foreign Minister in 1960 and his assistant from 1962 to 1970. In 1962 he was a member of the Council of Professors of the Diplomatic College and in 1968 its deputy director.

In 1970 he was Director of International Relations at the State Bank of Spain. Then he was Undersecretary of State to the Minister of Information and Tourism in 1974 and to the Foreign Minister in 1975 until he became Foreign Minister from 1976 to 1980. In 1977 King Juan Carlos I appointed him senator. He became a member of the Guipuzcoa Province in 1979. He became a representative (in the rank of Minister) of the central government in the government of the Basque Autonomous Community in 1980. In 1982 he became a member of the Álava Province .

From 1984 to 1989 he became Secretary General of the Council of Europe and then a member of the European Parliament , Vice Chairman of the EPP and Chairman of the Institutional Committee. 1991 also chairman of the advisory body on bioethics of the commission.

In 1992 he was commissioned by the institutional committee of parliament to draw up a preliminary draft of a European constitution , which was presented to the Commission in April 1993.

In 2017 the European Academy of Yuste awarded him the European Prize Karl V.
