Franz Fischler
Franz Fischler (born September 23, 1946 in Absam , Tyrol ) is an Austrian politician ( ÖVP ). He was Federal Minister for Agriculture and Forestry and EU Commissioner for Agriculture, Rural Development and Fisheries . From 2005 to the end of 2011 he was President of the Eco-Social Forum and on March 20, 2012 he became President of the European Forum Alpbach .
biography
After studying agriculture at the University of Natural Resources and Life Sciences in Vienna , which he graduated in 1978 (Dr. rer. Nat. Oec.), He worked as a university assistant until he became a member of the Chamber of Agriculture for Tyrol in 1979 . This he headed from 1985 to 1989. Since his school days, he is a member of the high school connection K.Ö.St.V. Sternkorona Hall , later (1997) he was awarded a ribbon of honor by the student association K.Ö.HV Mercuria Vienna .
ÖVP member Fischler was Austrian Federal Minister for Agriculture and Forestry from 1989 to 1994, and from 1990 also a member of the National Council . In 1995, after Austria joined the European Union, he moved to Brussels as European Commissioner . Until 2004 he was responsible for the departments agriculture and rural development. Since 1999 fishing has been part of his area of responsibility.
Franz Fischler is widely admitted that the Agenda 2000 adopted at the Berlin summit in March 1999 clearly bears his signature. Most recently, he proposed the introduction of the Tobin tax or the taxation of kerosene on a European level in order to finance the eastward expansion.
On March 3, 2003, Franz Fischler was made an honorary citizen of the former private IMADEC University in Vienna.
From June 2005 to the end of December 2011, Franz Fischler was President of the ÖVP-affiliated think tank Eco-Social Forum Europe, of which he is Honorary President. Stephan Pernkopf succeeded him in this position in January 2012 . In this context, he advocated the issues of global sustainability and development cooperation. As a conservative, he also advocates the de-ideologization of these subjects, which tend to be left-wing, and is considered a main supporter of the Global Marshall Plan Initiative . In the same year he founded a consulting company in his home community.
Following the National Council election in Austria in 2006 , he accused the ÖVP of social coldness, exclusive orientation towards rural areas, insufficient consideration of the female population and a lack of innovative perspectives for the educational sector and advocated a total reform of the party.
In 2011, Fischler was nominated for election to head the Food and Agriculture Organization (FAO) of the United Nations. At the 37th FAO conference, Fischler received 10 out of 180 votes. The Brazilian José Graziano da Silva was elected as the new chairman .
In December 2015, Fischler was elected President of the Board of Trustees of the Institute for Advanced Studies in Vienna .
Fischler rarely speaks out on politics, but criticized Austria's EU Council Presidency in December 2018. “The question of migration was played too high. If you had used the same energy on climate protection, on the revival of the EU enlargement in the Balkans, we would be further, ”he told the news magazine profil.
In the course of the deselection of Sebastian Kurz as Federal Chancellor of Austria , Fischler was briefly in talks with Heinz Fischer and Gerhart Holzinger as his interim successor. This proposal was supported, among others, by the Green politician Werner Kogler .
The term of office as President of the European Forum Alpbach ends in 2021, his successor will then be Andreas Treichl .
