Gerhart Holzinger
Gerhart Holzinger (born June 12, 1947 in Gmunden ) is an Austrian constitutional lawyer specializing in fundamental and human rights and was President of the Constitutional Court from 2008 to 2017 .

Gerhart Holzinger was born on June 12, 1947 in the Upper Austrian city of Gmunden and attended elementary and secondary school there from 1953 to 1966 as well as the upper level of the grammar school. In 1966 he passed the final examination at the federal high school in Gmunden with distinction. He then completed military service in the Austrian Armed Forces as a one-year volunteer in 1966/67 . 1968 Gerhart Holzinger began at the University of Salzburg , the Study of Law and completed this in 1972 with the promotion of Doctor of Law (Dr. iur.).
Professional background
Immediately after completing his studies, Holzinger was employed as a university assistant at the Institute for Constitutional and Administrative Law at the University of Salzburg under Professor Kurt Ringhofer . In 1975 he moved to the federal capital Vienna, where Gerhart Holzinger became a member of the constitutional service of the Federal Chancellery . From 1984 he headed the constitutional service, from 1992 as appointed head of the section .
The appointment as a member of the Constitutional Court finally took place in 1995, when the Federal Government had the right to propose a successor as constitutional judge on January 31, 1995 after Peter Jann had left. Gerhart Holzinger was subsequently proposed as a member by the federal government and appointed on May 31, 1995 by Federal President Thomas Klestil . As early as July 1, 1995, he was subsequently active in the College of Constitutional Judges as a permanent consultant, which he remained until his appointment as President.
1998 Gerhart Holzinger after was Habilitation at the Karl-Franzens-University of Graz , the teaching license ( venia legendi ) as a university lecturer granted to Austrian constitutional and administrative law. As part of this university teaching activity, he was finally awarded the professional title of university professor in 2002 . At the University of Graz, he was also a member of the University Council from 2013 to 2018 and its chairman from the end of 2016. On May 28, 2018, he resigned from his position as member and chairman of the University Council with immediate effect due to internal differences.
On April 30, 2008, he was proposed by the federal government to succeed Karl Korinek as President of the Constitutional Court and was subsequently appointed by Federal President Heinz Fischer with effect from May 1, 2008 . On the occasion of his 70th birthday, a commemorative publication published by long-time companions in his honor was published in 2017 in recognition of the achievements of Gerhart Holzinger. In the same year, on December 31, 2017, his term of office as President and member of the Constitutional Court ended when the constitutionally stipulated age limit was reached.
Part-time activities
In addition to his professional activity, first as an administrative lawyer in the constitutional service of the Federal Chancellery and later as the highest judge at the Constitutional Court, Gerhart Holzinger performed and continues to perform numerous part-time activities. From 1989 to 1998 he was a member of the Executive Committee of the International Institute of Administrative Sciences in Brussels and from 1997 to 2009 President of the Austrian Society for Administrative Sciences . From 1999 to 2003 Gerhart Holzinger was Chairman of the Human Rights Advisory Board at the Federal Ministry of the Interior . From 1995 he was Secretary General, from 2000 to 2008 he was finally President of the Austrian Legal Commission. In the Austria Convention , Gerhart Holzinger worked from 2003 to 2005 as chairman of the working group 3 responsible for state institutions. Holzinger has also been President of the Vienna Legal Society since 2013.
Private life
Gerhart Holzinger has been married since 1975 and has two children born in 1982 and 1983. Since 1971 he has been a member of the Catholic student association KÖHV Rheno-Juvavia Salzburg in the ÖCV .
