João de Deus Pinheiro

João de Deus Rogado Salvador Pinheiro (born July 11, 1945 in Lisbon ) is a Portuguese politician ( PSD ).

Studies and professional career

Deus Pinheiro completed a degree in chemical engineering and received his Doctor of Philosophy in Chemical Engineering from Birmingham University in 1976 . He was then appointed associate professor of engineering at the University of Minho . Since 1979 he has held a chair in engineering there. In addition, he was director of the engineering school from 1980 to 1981 and vice-rector of the University of Minho from 1981 to 1982 and 1983 to 1984. Furthermore, Professor Deus Pinheiro was Vice President of the National Council for Scientific Research and Technology from 1981 to 1982. In 1985 he was finally rector of the University of Minho.

In 1993, the University of Birmingham gave him a doctorate honoris causa in engineering.

Between 2000 and 2005 he was director of the Portuguese energy holding GALP Energia.

Political career

State Secretary and Minister

Deus Pinheiro began his political career in 1982 when he was appointed State Secretary in the Ministry of Education with special responsibility for school administration in the cabinet of Francisco Pinto Balsemão . He held this office until June 9, 1983.

In 1985 he was appointed Minister of Education by Prime Minister Mário Soares . Under his successor Aníbal Cavaco Silva , he was Minister for Education and Culture from November 6, 1985 until August 17, 1987.

He then was Portugal's Foreign Minister until 1992 . During his term of office, Portugal joined the European Communities in 1986 . On July 7, 1991, he was one of the signatories of the so-called Brioni Agreement , which ended the burgeoning war in Slovenia . In the role of Foreign Minister, he was also President of the Council of the European Union in the first half of 1992, making him the first Portuguese to hold this post.

Member of the EU Commission

From 1993 to 1999 he was a member of the EU Commission under the then Commission Presidents Jacques Delors and Jacques Santer . During this time he was EU Commissioner for Africa, the Caribbean and Pacific countries ( ACP countries ), South Africa and the Lomé Convention . The EU Commission resigned in March 1999, after allegations of nepotism and favoritism of family members were raised against several EU commissioners as well as against Deus Pinheiro himself.

Member of the European Parliament

Deus Pinheiro was elected member of the European Parliament for one term in 2004 for the Partido Social Democrata (PSD) . There he was Vice-President of the Group of European People's Parties and European Democrats (EPP-ED) . In addition, he was a member of the Foreign Affairs Committee and a deputy member of the Committee on Industry, Research and Energy of the European Parliament.
