The film describes the activity of an ABV of the People's Police in its section in East Berlin . A mixture of “positive” characters from the beginning, the extensively staged “owl”, who is introduced as a criminal and develops over time, especially due to the influence of the ABV, into a good citizen is shown, and incorrigible characters, with whom the ABV fails with its extensive attempts at rehabilitation and who are arrested after having committed again offenses.

action

1st chapter

Lieutenant Werner Martin is ABV in a showcase section of Berlin. He was transferred to the problem area Schwanenkietz, which got its name from the park in the area and the swans living there. The Schwanenkietz is one of the old town quarters. Theft is common, and damage to cars is not uncommon either. The center of all evil seems to be the swan den, in which gambling is carried out and the workers drink plenty of alcohol before the start of the shift. Werner Martin quickly knows that he does not want to stay in the section. His superior, Major Geissler, asks him to consider the matter calmly.

Werner Martin soon got to know the residents of Schwanenkietz. There is teacher Karin Lindau, who has already been warned several times about wrong parking by his predecessor, but does not want to admit any wrongdoing. She claims to always park in front of the no parking sign. She only pays the fine of 5 marks ordered by Werner Martin to finally have her peace of mind. Only after an anonymous tip does Werner Martin realize that the high school students at the school are carrying Karin's car into the no-parking zone during the break in order to play a prank on their teacher. Werner Martin puts an end to the hustle and bustle. Kammersänger Sigmund Frenzel, on the other hand, appears at the station because his car has been repeatedly damaged and now even the car radio has been stolen. One of the four VP helpers in the section reports to Werner Martin that Ali Funke, known as Kohlenali, has secretly installed a new radio in his coal wagon. He claims to have bought the radio, but the thief can soon be caught. Werner Martin also made the acquaintance of the convicted Egon Eulert, known as Eule, and Artur "Tatze" Teege, whom he himself once arrested and put behind bars. Padfoot once swore to get back at Werner Martin. Paw lives with Owl, who is unemployed. Eule would change his situation for his friend Monika, but doesn't know how. He steals groceries, incurs rental debts and lets himself be persuaded by Tatze to engage in criminal activities. Monika's mother finally prevents any contact between Owl and Monika. She works as a kindergarten teacher. During a dispute with Owl, she leaves the door of the kindergarten unlocked and the girl Gaby escapes. It runs along the adjacent large construction site, which recently became part of Werner Martin's section. Werner Martin is on an inspection tour with Major Geissler at the construction site when he sees Gaby. She stands under a crane whose load threatens to fall. Werner rescues Martin Gaby at the last second and sustains minor injuries. It turns out that Gaby is the daughter of teacher Karin Lindau, who can now speak better about Werner Martin. After his first office hour with a lot of people, Werner Martin agrees to become the new ABV in Schwanenkietz.

Part 2

Werner Martin starts working as a new ABV. He gets the young people in the area a makeshift club room before the actual clubhouse is completed. After a fight in the Schwanenpark, he sends away the VP patrol that was already there and settles the dispute on his own; Although his manner meets with the approval of the young people, he has to put up with a reprimand from his superior for not being the only policeman in the section. Werner Martin also takes care of Owl and Paw: He arranges work for both of them on the construction site and in the iron foundry. While Owl sees it as an opportunity to finally get on the right path, paw only thinks about how he can best use his situation for new criminal activity. Before an appointment for a game of Seventeen and Four in the Schwanenklause, Paw is broke and Owl steals the money he has set aside for rent and heating. He throws owl out of his own apartment, he'll take it over soon anyway. In his distress, Eule takes refuge in Karin, with whom he once went to a class. She treats him, but refuses to speak to Werner Martin for him. Owl goes and threatens to get his rights by force if necessary. Karin tries to alert Werner Martin, but he is on patrol.

As is so often the case, Werner Martin is on patrol through Schwanenpark in the evening. Here he meets Kammersänger Frenzel, who goes to the park to relax after a performance. Werner Martin recruits Frenzel as a new VP helper. A little later both of them find coal ali lifeless on the footpath. He has a badly bleeding chest wound. Frenzel wants to get the ambulance, but the nearby phone booth is demolished. However, an ambulance soon arrives and was alerted by an anonymous caller. Werner Martin finds out about Karin's call. The police dog squadron arrives a little later in the swan park. At the police station, Oberleutnant Jürgen Huebner from the criminal investigation department asks Eule, who reports that Ali talked and drank together with Tatze after they came out of the swan cave. Ali then tried to make a phone call, but soon tore off the phone booth and smashed the windows. While drunk, he fell on one of the shards still stuck to the glass frame of the phone booth and then dragged himself onto the street, where he collapsed. Owl wanted to call the rescue workers and therefore looked for change in Ali's pockets. In this way he found his rent money, which Ali had taken from his paw while gambling. He took his money and ran to get the ambulance. He didn't want to stand because of the money. The investigations confirm Eule's statements. Owl is now slowly gaining confidence in Werner Martin. Karin Lindau, in turn, comes closer. A first rendezvous, however, is interrupted after a few minutes: Werner Martin is called to the foundry by a VP helper, who rioted in the paw.

3rd part

At the foundry, Tatze is accused of stealing a colleague's wallet. It can be found under the colleague's locker, but Owl found out from Tatzes friend Bommel that Padfoot only put it there when he was almost caught. He got out of Tatze's group, but suspects that Padfoot, Bommel and his girlfriend Gigi are planning a crooked thing on his construction site.

A lot has changed in the Kietz. The Schwanenklause has become an HO restaurant , so that Eule now always drinks his beer and hard alcohol at home. As long as he doesn't change that, Monika refuses to get back together with him. In order not to see the young people back on the street, Werner Martin is actively promoting the expansion of the youth club, helping himself and getting Eule to get involved. He wants to start his life again, would like to study, but in the end accepts the more realistic offer: He attends courses and begins to train himself to become a skilled worker . He reads a lot and eventually becomes the cultural chairman of the brigade. Here, with the help of Frenzel, he brings his colleagues closer to the great world of operetta.

Other residents of the Kietz also make themselves useful. Pensioner Zange is vigilant when an alleged representative of the social welfare office contacts him and wants to sell him a four-week trip to Saxon Switzerland . Zange locks up the wanted con man and alerts Werner Martin, who arrests the wanted con man Weber. Owl, in turn, succeeds in putting paw, bobble and Gigi down. Although he once indirectly indicated that Padfoot had stolen on his construction site, the police could not find any traces of breakage. Owl finally discovered that Padfoot was showing fake collection slips in order to empty the warehouse at the construction site in peace. He reports Padfoot and his buddies as they are back on the construction site, and the gang of thieves is arrested. Werner Martin has now also recognized that he misjudged the paw. Although he believes that everyone can be brought on the right path, Tatze had already made it clear in a conversation that he himself has no will to change. Eule's change has meanwhile escaped neither Monika nor her mother: Owl is now officially invited to Sunday dinner by the family. The relationship between Werner Martin and Karin Lindau has also deepened, which in the end even Major Geißler does not remain hidden. In contrast to other incidents, Werner Martin does not consider this news to be a “special occurrence” that would be worth reporting, as he laughingly suggests to Major Geissler.

criticism

For the film service , Der Leutnant vom Schwanenkitz was a "cheerful, contemplative television film in three parts that favors a harmonious worldview."

TV Spielfilm wrote in retrospect: “The three-part television series alternates somewhat uninspired between action and anecdote and has meanwhile grown dust as a wall. Conclusion: leisurely strolls in real socialism ”.
