The dicastery for the service of holistic human development is a dicastery of the Roman Curia .

The authority was founded by Pope Francis through the Motu proprio Humanam progressionem on August 17, 2016. With effect from January 1, 2017, the Dicastery assumed the duties of the Pontifical Council for Justice and Peace , the Pontifical Council for Cor Unum , the Pontifical Council for the Pastoral Care of Migrants and People on the Move, and the Pontifical Council for Pastoral Care in Health Care as the central authority of the Curia that were absorbed by the new authority and dissolved on the date mentioned. Articles 142 to 153 of the Apostolic Constitution Pastor Bonus , which regulated the work of these councils, have been repealed.

On August 31, 2016, with the publication of the Motu Proprios Humanam progressionem , Pope Francis appointed the previous President of the Pontifical Council for Justice and Peace, Peter Turkson, as the first cardinal prefect of the new dicastery . The statutes of the dicastery were laid down on the same day and approved according to Art. 5 ad experimentum ( Latin for "experimentally"). Article 1 § 4 stipulates that the department for migrants and refugees is temporarily under the direct direction of the Pope.

Task and organization

The new institution of the Curia was used to promote the holistic development of man and corresponds to Pope Francis' idea of ​​“the theory and practice of man”. The delegate secretary is Archbishop Silvano Tomasi until further notice . He is supported by Flaminia Giovanelli , a former undersecretary at the Dicastery “Justice and Peace”. At his own request, Pope Francis will head the sub-department for flight and migration himself and will be supported by the religious priests Michael Czerny SJ and Fabio Baggio CS. The authority itself has around 70 employees and is based in the Palazzo di San Callisto in Trastevere and in Via della Conciliazione near St. Peter's Square.
