The FIFA World Player of the Year 1999 (then still FIFA World Player ) was chosen on January 24, 2000 in the Palais des Congrès in Brussels . It was the ninth award of the “ World Footballer of the Year ” award introduced by the FIFA World Cup in 1991 . The winner of the award was the Brazilian Rivaldo .
