The Football and Athletics Association Westphalia e. V. (short: FLVW ) is the umbrella organization for all football and athletics clubs in Westphalia . It is one of the 21 regional associations of the German Football Association (DFB) and a member of the West German Football Association . The football association of Westphalia has been based at the Kaiserau sports school in Kamen since 1951 ; the association was previously based in Hamm . The FLVW was created in 1954 through the merger of the Football Association of Westphalia , which was founded in 1946, and the Athletics Association of Westphalia .
In the soccer field, 975,858 members are affiliated in 2,137 clubs with 15,836 teams. This makes the FLVW the second largest regional association of the DFB after the Bavarian Football Association in terms of number of members and also the third largest regional association in terms of number of clubs and teams after the Lower Saxony Football Association . In the field of athletics there are approx. 152,000 members in 670 clubs and in leisure and popular sports approx. 42,000 members in 325 clubs.
Association area
The association area of the FLVW essentially extends to the former Prussian province of Westphalia and the state of Lippe and covers the administrative districts of Arnsberg , Detmold and Münster . However, it happens that some clubs from these administrative districts compete in other state associations of the DFB. Examples of this are the clubs from Bocholt , which are involved in the game operations of the Lower Rhine Football Association . Also Bottroper clubs play in the Lower Rhine leagues, while the district Kirchhellen one of Westphalia.
Since July 1, 2016, the association's territory has been divided into 29 district associations that organize football matches and athletics events at the local level. The boundaries of the respective district associations are not always congruent with the boundaries of the political districts and independent cities of Westphalia. District associations as intermediate bodies, as they are partially present in other state associations of the DFB, do not exist in Westphalia.
In the course of the reform of the supra-district football divisions for men in the 2012/13 season, a reduction in the number of district associations to 26 along the borders of the political districts and independent cities of Westphalia was envisaged. This should be done by amalgamating or dividing smaller district associations. However, the proposed reform failed in March 2012 due to considerable resistance in the district associations.
Football league system
Men
Since the 2012/13 season, the top division of the Westphalian association has again been the Oberliga Westfalen , which is in the fifth level of the German league system, with a nominal strength of 18 teams. The master and the runner-up of the Oberliga rise to the Regionalliga West .
Below the Oberliga, the second highest association league is the Westfalenliga , which is held in two seasons with a nominal strength of 16 teams each . The champions of the two seasons are promoted to the upper league, while the teams placed 14th and above must be relegated to the Landesliga Westfalen .
The champions rise from the regional league, which is held in four seasons with a nominal strength of 16 teams each, to the Westphalia league. If, after promotion and relegation in the Westphalia League, there are still vacancies up to the target strength, the winners of the promotion games played under the vice-champions of the regional leagues qualify here. From the national leagues, the teams placed 14th and above are relegated to the district league.
The lowest division of the FLVW is the Regional League Westphalia, which is held in twelve relays with a nominal strength of 16 teams each. The champions of the district leagues rise to the state league. The runners-up determine further promoted players as required, provided that the target strength is not reached after the target promotion and relegation to the state league. The teams placed 14th and above are relegated from the district leagues.
Below the district league, the district league A follows as the highest division of the 29 district associations affiliated to the FLVW. Depending on the number of teams playing in the district associations, the district leagues A put between 1 and 2.5 promoted players in the district league. Since the 2013/14 season, the total number of promoters to the district league has been 36 teams.
All game classes of the FLVW at the association level are reassigned year after year according to geographical aspects. There is also no direct assignment of the promoted members from the district associations to individual relays of the district league. If the target strength of individual relays is exceeded or undercut in a season, the number of relegated teams from this relay increases or decreases accordingly, so that the target strength is reached again in the following season.

The above team numbers and the number of promoted and relegated teams are target values. The actual values may differ in individual seasons.
Women
The top division for women is the Westfalenliga . In contrast to the men's Westphalia League, the women's Westphalia League is single-track. The master rises to the Regionalliga West , while the last three teams have to relegate to the regional league. The women's national league is divided into three seasons of 14 teams each. The masters move up, while the runner-ups determine further climbers if necessary. The last two teams are relegated. The regional league with seven seasons follows below the state league. Here the champions move up to the national league, while the last three teams are relegated.
The lowest division is the district league. Since not all of the 33 district associations have enough teams for their own district leagues, several districts form joint district leagues. In the 2016/17 season there are 23 A-circle leagues, the champions of which are promoted to the district league.
