The Koblenz fire department is one of six professional fire departments in Rhineland-Palatinate . Like the other professional fire brigades in the country , it also consists of units of the volunteer fire brigade and a youth fire brigade with several groups. A professional fire brigade was first set up in Koblenz in 1910. Since 1973 she is in the fire station in the Schlachthofstraße in Koblenz-Rauental home

history

The voluntary fire brigade Koblenz was founded on July 1st, 1872, after apparently a compulsory fire brigade had already existed. In 1910 the fire brigade was expanded to include the professional fire brigade, consisting of a leader and ten men. At that time the Koblenz fire brigade consisted of 82 men (1 fire director, 1 chief fire chief, 3 fire chiefs , 6 department heads and 3 platoons ). The main depot was in the old town in the former Am Plan town hall , with secondary depots in Schenkendorfstrasse, in Lützel , Neuendorf and Moselweiß . In addition, a water weir had been in place by a council since 1889 for relief operations during floods .

Areas of responsibility

Within the city ​​administration of Koblenz, the fire brigade forms the office for fire and disaster control (office 37). The tasks of the Koblenz fire brigade according to the State Fire and Disaster Protection Act (LBKG) are broken down as follows:

The office is responsible for the deployment of the units of professional fire brigade, volunteer fire brigade, youth fire brigade, disaster control ( medical service , water rescue ) and the technical relief organization (THW).

The medical rescue service is not perceived by the fire brigade in Koblenz.

The staff consists of 117 employees, 85 of whom are fire brigade officers and 12 are deployed in the control center in three guard departments. There are also 13 officers from the management service (A service and B service) and 7 administrative staff.

The first fire engine is manned by 16 firefighters, 2 other officers are available for the use of special vehicles. A second fire brigade, if necessary, is supplemented by the volunteer fire brigade.

Strategic realignment for the Koblenz fire brigade

In August 2017, the Lord Mayor of Koblenz announced that an expansion of the professional fire brigade would be necessary due to demographic and traffic-related developments. For this purpose, a double-digit million amount is to be invested and the number of employees will increase to 150.

Among other things, two new professional fire brigade stations are being built. Together with the main guard in Rauental, three guard districts are created, each of which is assigned to units of the volunteer fire brigade. Guard 2 for the district on the right side of the Rhine is being built on Friesenstrasse in Niederberg . Wache 3 for the North District is being built on a plot of 8600 m² in Bubenheim . The new integrated control center for the Koblenz rescue service area will also be built there, as well as a central urban flood storage facility.

The decentralized structure of the locations is intended to enable quick access to all locations in the city within the basic deployment time. Each of the three guards will provide an emergency fire fighting group vehicle with 6 fire fighters around the clock, whereby the turntable ladder, the command vehicle and special vehicles will continue to move out of the Rauental main guard.

Water rescue

Each guard department on duty can deploy four fire service divers. If necessary, the police helicopter squadron at Koblenz-Winningen Airport can be requested for assistance. A special 4x4 emergency vehicle with a dinghy on a trailer is available for the diving group

Integrated control center

In addition to 12 employees from the professional fire brigade, the integrated control center is manned by 15 employees from the German Red Cross . It coordinates around 150,000 missions a year and, in addition to the city of Koblenz, is also responsible for the districts of Ahrweiler , Cochem-Zell and Mayen-Koblenz with a total of around 512,000 inhabitants.

In addition to coordinating the rescue service, the control center is responsible for the initial alarming of the volunteer fire brigades and disaster control units in the districts involved and forms the operations control center for fire and disaster control in the city of Koblenz. The control center technology essentially comprises nine operations control stations and five exception inquiry stations for handling major incidents.

The control center, which has been housed by the professional fire brigade in Rauental since 2011, is expected to be located in a new building on the premises of the new fire station 3 from 2023. The constantly increasing number of emergency calls and the resulting higher need for employees, the lack of expandability of the previous building and the risk of flooding on the site are named as the main reasons.

The fireboat "Rheinland-Pfalz I" was handed over to the Koblenz fire brigade on October 14, 1975. The boat commissioned by the state of Rhineland-Palatinate was built by the Rheinwerft in Mainz-Mombach . The construction costs amounted to 2.3 million DM, plus another 400,000 DM for the equipment and further expansion.

The boat has two 1000 hp engines and thus reaches a maximum speed of 45 km / h downstream and 35 km / h upstream. It is 30 meters long and 5.5 meters wide. The two fire pumps supply the monitors at 6000 l / min each. optionally with extinguishing water or extinguishing foam . The pumps can also be used for bilge pumping with an output of 13,000 l / min. can be used. It is also possible to tow or push other watercraft. It is also equipped with a floodlight system , radar and echo sounder as well as a dinghy with an outboard motor. A renovation took place in 1997/1998. During the construction, special emphasis was placed on speed and maneuverability. The most northerly stationed fireboat in the state operates regularly on the Moselle and the Rhine up to the state border with North Rhine-Westphalia , but also beyond this if necessary.

Large-capacity ambulance

A large-capacity ambulance is stationed at the fire station , the crew of which is provided by the BF Koblenz. The vehicle has already been used several times to transfer wounded soldiers who were brought home from Afghanistan with the MedEvac to the Bundeswehr central hospital.

The volunteer fire brigade consists of a total of ten units. With the realignment of the Koblenz fire brigade, they have been assigned to three guard districts since 2019.

Nine units maintain their own fire stations in their respective districts, these are Ehrenbreitstein , Horchheim , Karthause , Lay , Güls , Rübenach , Bubenheim, Arzheim and Arenberg / Immendorf . There is also the Guard North, which has been responsible for the districts of Lützel, Neuendorf, Kesselheim and Metternich at the Wallersheim location since 2013 .

The volunteer fire brigades are usually alerted to support the professional fire brigade and are responsible for their assigned deployment areas. Until the implementation of the multi-watch concept, there is a weekly alternating readiness in which, in the event of major incidents, two divided units are re-alerted as a reserve fire engine to manned the fire station.

After the surrounding villages were incorporated in the early 1970s, the previously independent fire departments from Güls, Rübenach, Bubenheim, Kesselheim, Arenberg, Immendorf, Arzheim, Stolzenfels and Lay were incorporated into the Koblenz volunteer fire department.

Set up in 1956, the fire fighting unit Karthauser was assigned a portable fire pump (TSA) as the first extinguishing device . Since no suitable property was available, the fire fighting group was forced to move into a guard casemate in the lion gate of the fortress of Emperor Alexander . The unit had to remain in these cramped conditions until the fire station was rebuilt in Simmerner Strasse in 1992. In the meantime, the TSA had been replaced by two fire engines from the civil protection program (TLF 8/8 on Unimog 404). Due to a lack of space, these vehicles were parked at the fire station. This was followed by an LF 16-TS on MB 1113, then an LF 16-TS on IVECO. At times the unit had a GW 1 from stocks of the THW (GKW 72). There was also an MTF VW T3.

After the professional fire brigade was set up in 1910, the original unit continued to exist as a volunteer fire brigade in Koblenz-Stadtmitte. When the professional fire brigade moved into the new fire station in Schlachthofstrasse in 1973, the city center unit was initially housed in a temporary facility in the former Langemarck barracks , and then moved to the former gendarmerie station on Trierer Strasse in Koblenz-Metternich. The original Koblenz-Metternich volunteer fire brigade, founded in 1907, ceased in the early 1970s.

The unit took on the task of catering for the emergency services in the event of major incidents. After 1994 the unit was divided into a fire fighting group (Freiwillige Feuerwehr Koblenz-Metternich) and a refreshment group (Freiwillige Feuerwehr Koblenz-Stadtmitte). Until then, the following equipment was available:

  • 1 kitchen trolley MB 408 box, (later replaced by an MB 1113 as GW 1 from stocks of the THW (GKW 72), which was then finally replaced by a Mitsubishi Fuso Canter with flatbed and tarpaulin.)
  • 1 field kitchen trailer (disaster control equipment)
  • 1 LF 16-TS on MB 1113
  • 1 MTF VW T3

The city center unit moved its location to the fire station of the professional fire brigade. This oldest still existing fire brigade in the city was dissolved in 2011. The remaining fire fighting group Metternich took over the youth fire brigade and continued the tradition of the Metternich unit. In 2013 the property in Wahlsweg 3 was given up and the unit was relocated to the new fire station north.

  • Unit 16 (telecommunications and telecommunications)

  • Voluntary fire brigade Koblenz-Neuendorf

Originally set up as the Koblenz-Rauental volunteer fire brigade, it was housed in the main fire station. This has not changed after the renaming and relocation of the field of application. Several attempts to establish the unit in the Neuendorf district failed for various reasons. The unit has been stationed in the north fire station since 2013.

  • Voluntary fire department Koblenz-Stolzenfels

Unit 6 ceased to be on duty at the end of 2018. The reasons given were the inability to serve and the insufficient number of members. The majority of the last 11 fire brigade members lived and worked outside the city and were not available for work during the day. At the time of the dissolution, the unit had the following equipment:

Youth fire brigade

In 1982 the first two youth fire brigade groups were set up at the Koblenz-Stadtmitte and Koblenz-Kesselheim volunteer fire departments. After the youth fire brigade had 12 units with around 140 members at its disposal at the end of the 1990s, the number decreased slightly again, as two units were merged, one fire brigade had no interest in continuing the youth fire brigade and two had to be closed due to a lack of staff. After a re-establishment, the youth fire brigade of the city of Koblenz consists of 10 groups with around 100 members.

Music train

A music train is connected to the volunteer fire brigade, which operates under the name "Lay youth fire brigade band", although there is no connection whatsoever to the youth fire brigade. The repertoire can be described as demanding, there have already been performances on behalf of the Rhineland-Palatinate state government.

  • The Bundeswehr maintained a fire brigade with two full-time and 42 volunteers at the Defense Technical Service for Pioneers and Troop Equipment (formerly Test Center 51) in Koblenz-Metternich. At the end of the day, this consisted of just one squadron for securing helicopter landings and for taking preventive fire protection. It has since been dissolved.
