Franz Steinegger (born March 8, 1943 in Flüelen ; legal resident in Altendorf ) is a Swiss lawyer and politician ( FDP ).

biography

After graduating from high school (type B, 1963), Steinegger studied law at the University of Zurich . In 1969 he graduated with a licentiate , in 1970 he passed the advocacy and notarial examination in Uri .

From 1970 on, Steinegger worked at the registry office (State Chancellery) Uri, most recently as the deputy director of the office. In 1981 he opened his own law firm in Altdorf . In 1988 he was President of the Swiss Tourism Association and from 1989 to 1991 Central President of the Swiss Alpine Club . He is a member of several boards of directors, he is chairman of Baryon AG and CSC Impresa Costruzione SA as well as a simple member of the board of directors of Dätwyler Holding . Since 2004 he has been President of the Swiss Museum of Transport in Lucerne. From 1991 to the end of 2013 he chaired the Board of Directors of the Swiss Accident Insurance Fund (Suva). He was Vice President of the Board of Trustees of the Swiss Air Rescue Service (Rega).

Steinegger is also President of the Association of Swiss Sidings and Private Freight Car Owners (VAP). Also because of this function, in 2008 he took on a mediator's assignment to resolve conflicts between SBB management and strikers from SBB Cargo . He is also president of the HIG-Immobilien-Anlage-Stiftung.

In February 2012, Steinegger, previously a simple member of the Board of Directors, took over the office of President of the NZZ Media Group from the resigned Konrad Hummler . At the Annual General Meeting in April 2013, he resigned from the Board of Directors due to reaching the statutory age limit, followed by Etienne Jornod .

Steinegger is married to lawyer Ruth Wipfli for the second time and has a son with her (* 1993), his son Matthias Steinegger (* 1976) comes from his first marriage. With his wife, he runs the law firm Steinegger & Wipfli Steinegger in Altdorf UR . Steinegger lives in Flüelen . In the Swiss Army he held the rank of first lieutenant .

In 1973 Steinegger got into politics when the local council of his hometown Flüelen was looking for a lawyer as a new member. Steinegger immediately accepted and remained on the local council until 1986, from 1983 as mayor. 1977 to 1984 he chaired the FDP Uri. As head of the Uri crisis management team during the storms of 1977 and 1987, he earned the nickname “Catastrophe Franz” through his deliberate actions.

From 1980 to 2003, Steinegger was a member of the National Council. From 1989 to 2001 he was President of the FDP Switzerland. Steinegger was an influential Swiss politician. His strategy of positioning the FDP as a party of progress independently of left and right, however, could not stop the decline of the FDP and the rise of the right-wing conservative SVP .

In 1989, after the forced resignation of Federal Councilor Elisabeth Kopp , Steinegger was long considered the most promising successor candidate. The fact that the Federal Assembly finally elected Kaspar Villiger from Lucerne was primarily due to two factors:

  • As a representative of a minority party from a small canton , Steinegger lacked power.
  • Then Steinegger lived, though still married, in cohabiting with his partner together.

In 1999 he was again deployed by the Federal Council in an emergency: he became President of Expo.02 and was supposed to try to save the project of the Swiss national exhibition , which was on the verge of failure. This was achieved by redimensioning them; the Expo.02 was a success. However, due to the hesitant support of the Swiss economy, further federal loans were necessary. This regulatory "fall into man", also supported by Steinegger, angered the right, who were skeptical of any state intervention, even in Steinegger's own party. In 2001, after the collapse of Swissair, there was a similar injection of funds to ensure the continued existence of a Swiss airline. Since then, Steinegger has been seen by some exponents of the FDP and SVP as too left.

Although Steinegger was regarded as the almost natural successor to Kaspar Villiger in the Federal Council, he hesitated for a long time when he resigned in 2003 before announcing a candidacy. This time, however, he failed in the internal FDP candidate selection against the candidacies of Christine Beerli and Hans-Rudolf Merz . The reasons this time were:

  • The party, which had been severely weakened after the federal elections on October 19, 2003, had slipped to the right.
  • Steinegger was seen as a symbol of a failed state interventionism , which was made responsible for the defeat of the party.
  • The Steinegger politically related members from western Switzerland and the women tended to support Christine Beerli from Bern.
  • Compared to the energetic and far right politicizing career changer Hans-Rudolf Merz, Steinegger, who had been active in politics for a long time, looked worn out.

As a result, Franz Steinegger withdrew from politics and in 2004 took the opportunity to become President of the Swiss Museum of Transport in Lucerne .
