The 1995/96 season of the Oberliga Westfalen was the 18th season of the football Oberliga Westfalen and the second as the fourth highest division in Germany. For the first time, the three-point rule was used. The championship and the promotion of the regional league secured the newly promoted TuS Ahlen with two points ahead of the Sportfreunde Siegen . The Ahlener made it as the first team to become champions as promoted.

Sportfreunde Siegen, together with FC Remscheid and TuS Koblenz, played a relegation round for another place in the Regionalliga West / Südwest , in which the Siegen team came second and therefore remained in the major league.

The only athletic relegation was Rot-Weiß Lennestadt . Blau-Weiß Wewer retired during the winter break for financial reasons and also had to relegate.

The DJK TuS Hordel and TSG Dülmen each rose from the Association League Westphalia as season winners. The amateurs of SG Wattenscheid 09 were relegated from the Regionalliga and started as SG Wattenscheid 09 II in the 1996/97 season due to the relegation of the first team to the Regionalliga .
