Life

After graduating from high school in Jena , Korber began studying law there. In 1949 he fled to West Berlin with the help of Horst Grabert . Korber finished his studies in 1953 at the Free University of Berlin with the second state examination . In 1957 he began working in the Berlin Senate Administration, where he became Senate Councilor in the Senate Chancellery in 1963 . Korber became well known as a negotiator for the permit agreements with the GDR . In 1967 he moved to the Senate Department for Justice as Senate Director . In the same year, after the resignation of Berlin's Governing Mayor Albertz, his successor Klaus Schütz appointed him Senator for Family, Youth and Sport. After the election victory of the Berlin SPD from 1971 moved Korber as a senator to the Justice Department, after the re-election of the SPD in 1975 to become senator for "Labor and Social Affairs". After Klaus Schütz's resignation in 1977, Korber remained a senator, but switched to the federal affairs department. After the election victory of the SPD in 1979 , Korber was the only proposed senator who was not elected and left the Senate. In the federal election in 1980 he was elected to the German Bundestag , to which he belonged until his death. The Landessportbund Berlin has named its sports complex at the Olympiastadion Horst-Korber-Sportzentrum after its former president, where a plaque commemorates him.

He is buried in the Dahlem forest cemetery. His grave is dedicated to the city of Berlin as an honorary grave .

In 2016, a study by Göttingen scientists revealed that during Korber's tenure as Senator for Family, Youth and Sports, homeless young people were referred to foster fathers whom administrative staff knew had been convicted of pedophilia . It is unclear whether Korber himself was aware of this.
