The Japan Football League 1999 was the first season of the Japanese Japan Football League , a division newly established this year on the third level of the Japanese football league pyramid. It is not to be confused with the previously existing division of the same name , which was dissolved at the end of the 1998 season and whose clubs were then divided into the J. League Division 2 and this division.
Nine clubs took part in the 1999 Japan Football League. The season began on April 18 and ended on November 7, 1999. Yokohama FC , which was founded at the beginning of this year as the unofficial successor to the Yokohama wing , won the first championship of the new league, while third-placed Mito HollyHock was in the after the end of the season J. League Division 2 included in 2000 .

In the course of the season, the clubs played against each other three times, at least once on their own pitch. If there was a tie after 90 minutes, the playing time was extended by two fifteen minutes, whereby the golden goal rule was applied. If it was still a draw after that, the game was counted as such.
There were three points for a win after regular time and two points for a win in extra time; in the event of a tie there was a counter for each team. The table for each semi-series was created according to the following criteria:
- Number of points scored
- Goal difference
- Goals scored
- Results of the games among themselves
- Decision game or coin toss
In the first season, no relegation to the regional league was planned. For promotion to the J. League Division 2 2000 , only clubs that met sporting and economic criteria and withstood a final review by the J. League were eligible.
Attendees
A total of nine teams were selected to participate in the first season of the Japan Football League. Seven of them were teams that last played in the Japan Football League and were not included in the J. League Division 2 for various reasons . In addition, completed the winners of the Regional Final Round , Yokogawa Electric SC , as well as the unofficial successor to the Yokohama wing newly founded club Yokohama FC , the field of participants.
