Joachim Starbatty (born May 9, 1940 in Düsseldorf ) is a German economist and politician ( CDU , Federation of Free Citizens , AfD , LKR , now independent). He is a professor emeritus for economics at the Eberhard Karls University in Tübingen and was chairman of the action group social market economy . He gained attention with his lawsuits before the Federal Constitutional Court . He was a member of the European Parliament from 2014 to 2019 . Starbatty was chairman of the AfD's scientific advisory board from 2013; in 2015 he resigned his office, resigned from the party and joined the newly founded LKR (then ALFA). In September 2018 Starbatty announced his exit from the LKR.

Life and academic background

Joachim Starbatty was born in 1940 as the son of a lieutenant of the police in Düsseldorf. His father died in Kurland in 1945 . After graduating from high school in 1960 at the humanistic Görres-Gymnasium in Düsseldorf, he studied economics and political science at the Albert Ludwig University of Freiburg and the University of Cologne . In 1964 he graduated as a qualified economist . From 1965 to 1969 he was Assistant Professor of Alfred Mueller Armack the Institute for Economic Policy at the University of Cologne. In 1967 he was at Mueller Armack with the dissertation Regional structural policy in the social market economy for Dr. rer. pole. PhD .

From 1969 to 1972 he was a scientific advisor for general economic policy and international monetary policy of the CDU / CSU parliamentary group . After completing his habilitation in 1975 at the Faculty of Economics and Social Sciences in Cologne with the work on success control of global control. Economic policy influenced by the formation of political will , he was appointed professor of economic policy at the Ruhr University in Bochum in 1976 . In 1983 he changed to the chair for economics, especially economic policy, at the Eberhard Karls University in Tübingen. 1985/1986 he was Dean of the Faculty of Economics at the University of Tübingen. From 1990 to 1994 he was the deputy spokesman for the Tübingen graduate school "Deepening European Integration".

From 1991 to 1993 Starbatty was a member of the founding senate and chairman of the founding commission "Economics", and 1990 to 1992 founding dean of the economics faculty at the Viadrina European University in Frankfurt (Oder). Starbatty held several visiting professorships at the University of Washington (USA: 1991, 1995, 2002) and Dōshisha University (Japan: 1995). Even after his retirement in September 2005, Starbatty is committed to the University of Tübingen as part of the General Studies there .

He is married and lives in Tübingen .

Political and social work

Commitment to the liberal economic transformation of the social market economy

Starbatty has published numerous works, in particular on the fundamentals of the social market economy from a decidedly liberal and social state critical perspective. In addition to scientific publications, he published articles in Focus , the Frankfurter Allgemeine Zeitung , Handelsblatt and Junge Freiheit, among others .

He has been Deputy Chairman since 1980, and since 1991 Chairman of the Board of Directors and the Scientific Advisory Board of the Action Group for the Social Market Economy . Since 1986 he has been a member of the Tübingen research group of the German Research Foundation (DFG) "International Economic System".

In 1992 he was a speaker at the 1st university week “Germany and Europe in search of a new shape” at the right-wing study center Weikersheim .

He is also a co-author of the Jena Call for the Renewal of the Social Market Economy, which was initiated in 2008 and which advocated a more liberal economic orientation. One turned there u. a. against “socio-political tutelage” , against “redistribution” and “collectivist social planners” , which in the opinion of the authors even endangered the existence of the market economy. Politicians, on the other hand, must above all focus on the interests of the owner-entrepreneurs, because they represent the "backbone of our society" . Social policy can now be traced back to forms that are “in line with the market” , while strengthening personal responsibility . If possible, social policy is not to be provided by the state, but “initially by families, church institutions and other self-help organizations” .

Starbatty gave lectures on the euro bailout policy to various student organizations and student associations and the like. a. the Evangelical Monastery of Tübingen and the Germania Tübingen fraternity . In addition, he was also a lecturer at individual member associations of the German Burschenschaft (DB) such as the Erlanger Burschenschaft Frankonia (2011) and the Marburg Burschenschaft Rheinfranken (2013).

Actions before the Federal Constitutional Court

Together with Wilhelm Hankel , Wilhelm Nölling and Karl Albrecht Schachtschneider , he submitted a constitutional complaint to the Federal Constitutional Court (BVerfG) in 1997 against the introduction of the euro in the third stage of the European Economic and Monetary Union , which, however, was unsuccessful.

Starbatty, together with Wilhelm Hankel, Wilhelm Nölling, Karl Albrecht Schachtschneider and Dieter Spethmann, filed a lawsuit against the billion- dollar loan for aid to Greece before the Federal Constitutional Court in Karlsruhe. In their opinion, a corresponding law violates EU law and the German Basic Law. At the time of the rejection, he did not yet know anything of the federal government's 123 billion pledge made shortly afterwards. The urgent application was rejected. In the meantime, however, the Federal Constitutional Court has accepted the complaint and submitted it to the parties involved (Federal Government, Bundestag and Bundesrat) for comment.

In July 2011, together with Peter Gauweiler , he submitted a constitutional complaint to the Federal Constitutional Court against the EU rescue fund , which was rejected on September 8, 2011.

The proceedings against the ESM and the European Fiscal Compact were also unsuccessful .

Party political activity

Starbatty was a member of the CDU from 1970 to 1994 . He resigned from disappointment that the party had turned away from Ludwig Erhard's concepts . Afterwards he was a member - according to his own statements from February to November 1994 - as well as deputy federal chairman, economic policy spokesman and in the European elections in 1994 list candidate of the party Federation of Free Citizens .

Starbatty was a founding member of the electoral alternative in 2013 and a member of the scientific advisory board of the Alternative for Germany party (AfD), which campaigns for the unified euro area to be abandoned. On May 23, 2013, the Alternative für Deutschland announced on its Facebook page that Starbatty had now fully joined the party. On May 25, 2013, Starbatty was voted number 1 on the list of the Berlin State Association of Alternative for Germany for the 2013 federal election. In the election to the European Parliament in 2014 , Starbatty was number 5 on the AfD's federal list. On July 14, 2015, Starbatty publicly announced that he was leaving the alternative for Germany because the party had “developed in a direction” that he “could no longer support”. Starbatty rejected the party's "right-wing populist course" under the leadership of Frauke Petry . He then joined the newly founded LKR (then ALFA) and resigned from the same in September 2018.

Starbatty was a member of the Council of the Alliance of European Conservatives and Reformers .

Member of the European Parliament

Starbatty was a member of the European Parliament from 2014 to 2019. There he was a member of the Committee on Foreign Affairs (AFET) and a deputy member of the Committee on International Trade (INTA).
