Hagen
In Hagen , two voter communities are represented in the council: Hagen Aktiv (HA) and Bürger für Hagen (BfH).

Hamm
The independent city of Hamm has 183,065 inhabitants (December 31, 2007) and a council with 58 members. There are three groups of voters active in Hamm: the Free Voting Community Hamm (FWG) , the Bürgergemeinschaft Hamm (BG) and the Liberale Aufbruch Hamm (LA) . The latter has never been represented on the council, but tried to win mandates as early as 2004.
City Councilor of Hamm
About the council member of the community of citizens Hamm (BG) Peter Kessler writes indymedia that he long-standing member of the Party Republican was. In a blog in October 2005 it was written about the same councilor that he had the word popping protected under trademark law, and then took action against a chip manufacturer who said “already popped today? “Wanted to sell his potato products.
The Republicans themselves are represented by a council member, retired Gerald Thörner.
The German Senior Citizens' Party disbanded on July 20, 2007. Thus their council member Günter Naust became non-party. In 2005 the Greens lost their council member Uwe Atorf (now non-party). The council information system of the city of Hamm also lists the representatives of the FWG as nonpartisan among the electoral groups, but not that of the BG.

District of Heinsberg
In the Heinsberg district , five MPs left the party for which they were elected to the district assembly.
On June 30, 2008, the three members of the FDP district council, Walter Leo Schreinemacher, Heinz-Jürgen Wolter and Frank Schott, left the FDP parliamentary group and founded the Independent Citizens parliamentary group (UB). They were not prepared to give their mandate back to the party.
The former sub-district chairman and district parliamentary group chairman Franz-Josef Fürkötter resigned from the SPD in November 2008 after internal power struggles and is now non-attached. Heinz-Wilhelm Schmitz, head of AWO care in Heinsberg, is also non-attached.

Herne
Herne is a stronghold of the SPD. In 2004 it achieved 44.6% of the votes, 12.9 percentage points more than the national average. There are two parties to the left of the SPD: the Left and the Alternative List .
Herne is also a stronghold of the Republicans, who in 2004 achieved a 4.7% share of the vote, 4.1 percentage points more than the national average.

The incumbent Horst Schiereck from the Herner SPD is standing for re-election for the first time. His main rival, Markus Schlüter from the CDU in Herne, is taking on him for the second time since 2004.

Hochsauerlandkreis
The Hochsauerlandkreis is jet black. The CDU achieved up to 4/5 of the votes in individual municipalities. In 2004 it did not achieve an absolute majority in only two municipalities.
At the local level, free voter communities are very strong. In Schmallenberg, they reached 2nd and 3rd place in 2004 and banished the SPD to 4th place.
The Greens are deeply divided. The two district council members Reinhard Loos and Matthias Schulte-Huermann split off from the Green District Assembly and founded the District Assembly Sauerland Citizens List , which had to face a district election for the first time on August 30th. The cause of the rift is Harald Friedrich, former head of department in the North Rhine-Westphalian Ministry of the Environment under Bärbel Höhn and the minister's fault in the PFT scandal over contaminated drinking water.

After the CDU district administrator Franz-Josef Leikop resigned not even 10 months later for reasons of age after his election in 2004, a by-election was necessary in the Hochsauerlandkreis in 2005, which Karl Schneider (CDU) won.

Krefeld
In 2004 four representatives from three groups of voters were elected to the Krefeld city council. The Krefeld district / the independents and the KWG formed a parliamentary group under the chairmanship of Ralf Krings. After this was replaced by Frank Lippke as parliamentary group chairman, he left the parliamentary group and remained non-attached with his Krefeld voter community - The Independent (KWG) .
In January 2008 Wilfried Lattrich left the FDP parliamentary group and joined the Krefeld district / the independents parliamentary group . A few days later, the previous parliamentary group chairman Frank Lippke left the parliamentary group in order to also be non-attached to the council for the independents .
In November 2008, Andreas Drabben left the CDU parliamentary group and founded the Krefeld Citizens' Policy with Frank Lippke .
