The film begins with an away game by the Los Angeles Stallions football team in Cleveland . This ends in a scandal when Billy Cole, the running back of the Stallions, pulls a pistol while running into the end zone and shoots at the opposing players who stand in his way. When security guards rush to him, he kills himself with a shot in the head. During the break, someone on the phone threatened him with death if he didn't score points for his team with a few touchdowns in the game .

Meanwhile in Los Angeles, former Secret Service agent Joe Hallenbeck, a professional and personal loser, wakes up in his car after a night of partying. Since he was fired, he has been a private detective. His daughter Darian hates him, his wife Sarah cheats on him with his best friend Mike. He catches them both red-handed . Immediately after Joe Mike has therefore terminated the friendship, Mike is surprisingly killed by a car bomb.

His current assignment, which Joe got from Mike, is to protect the stripper Cory, who feels harassed. He looks for Cory in the bar where she works and accepts her assignment. He clashes with her boyfriend, ex-Stallions player Jimmy Dix, who has been retired due to injuries, illegal gambling and drug offenses. When Joe leaves the bar, he is knocked down by strangers and can therefore not protect Cory when she is shot in the street. When Joe and Jimmy arrive at the scene, they still manage to kill the attackers, but for Cory any help comes too late.

Inevitably, the two dissimilar men now come together to clarify the background to the crime. In Cory's devastated apartment, they both get to the bottom of things: Cory had blackmailed Shelly Marcone, the criminal owner of the Stallions, so that her friend Jimmy could play for Marcone's team again. In addition, Senator Calvin Baynard also appears to be involved. Joe worked for him in his time as an agent, and the Senator is also responsible for Joe's release two years ago, which is why they have both been enemies since then.

In the course of the investigation, Joe and Jimmy repeatedly clash with Marcones contract killers, who are led by Marcones chief killer Milo. Milo manages to kidnap Joe on Marcone's behalf in order to make him a scapegoat. Marcone, who is also responsible for Billy Cole's death, plans to make the ailing football league more interesting again by legalizing gambling and sports betting. He wants to achieve this by bribing influential politicians. Only Baynard has so far resisted him and demands high bribes. Instead of paying, Marcone now wants to have him killed. Cory wanted to use the knowledge of this happening to force Marcone to reinstate Jimmy.

Marcone lets Joe act as a straw man in a bogus bribe handover to Baynard. The actual money case is secretly exchanged for a duplicate filled with C4 explosives , which Baynard - who is present as a VIP guest at a Stallions game - is supposed to kill. Joe, who is supposed to be portrayed as Baynard's murderer due to his previous history, is also said to be killed, but can escape the ambush with the help of his daughter Darian and Jimmy. In a subsequent chase, Joe and Jimmy not only get the money, but also intercept the bomb that was transported to Baynard.

Marcone then plays his last trump card; he kidnaps Darian and forces Joe and Jimmy to bring the money to him at the stadium. The senator is now supposed to kill Milo, who is lurking in the arena with a sniper rifle . Joe and Jimmy can also escape this predicament, and they also free Darian. While Jimmy Baynard saves from the assassin, Joe can track down Milo in the floodlights and finally kill him.

Marcone was able to get away at first, but while escaping he accidentally grabbed the suitcase with the bomb, which exploded a short time later when it was opened in his house; and Baynard, too, is finished with his criminal acts. In the end, Joe is reconciled with his wife and daughter; and Joe and Jimmy decide to work together as detectives from now on.

Roger Ebert wrote in the Chicago Sun-Times on December 13, 1991 that he was certain the film could be a financial success. The producer Joel Silver would have made violence against women the "key element" of his films, in this film the violence against children would be added. The two main characters would hate their partners - who would cheat on them. The film is "glossy", "skillful", "cynical" and "self-enamored".
