The Governor Jack Stanton is in the election campaign to the candidate of the Democratic Party for the office of President of the United States to become. During the election campaign, rumors emerged that he had cheated on his wife. A tape recording seems to confirm this and destroy his hopes for the election. However, Stanton's campaign coordinator Henry Burton recalls that the passages in the recording were taken from his own conversation with Stanton. Another Stanton employee, Libby Holden, suspects who is responsible for the forgery and the two force the man to admit the forgery.
Some time later, an acquaintance of Stanton's contacts Burton because his underage daughter is said to have been impregnated by Stanton. Stanton and his coworkers insist on a genetic test to dispel the allegations; however, his election campaign is being weighed down by the rumors that have leaked.
The election campaign has meanwhile been carried out with the washing of dirty laundry. At first Stanton refuses to accept this game, but after a while he gives up this attitude and tries to ruin the reputation of his opponent Fred Picker. Burton and Holden find some evidence of cocaine use and homosexual relationships while researching the candidate picker's past, but have moral scruples about using them. Stanton and his wife want to use this material, however, since these circumstances would be brought up for days in the course of time anyway.
At the same time, Libby Holden finds out that the paternity test was fake and concludes that Stanton did have sex with the girl. She quits Stanton. She later tells Burton that the politician is like the sun that shines on her; without these rays her life would be worthless and she would commit suicide.
After Holden's funeral, Stanton confronted his competitor Picker directly with the results of the investigation. He then withdraws his candidacy and the film ends with Stanton's election as US President.

“The film is based on a book about the authentic election campaign of President Bill Clinton in 1992 and provides the satirical, occasionally pensive, but overall not very substantive description of a popular careerist for whom alleged love affairs cause more problems than the opposing candidates. In its deliberate narrowing down to the example of Clinton, the story quickly comes up against real and taste limits, as it clearly places more value on the sensational than on the political aspects. Only in the supporting roles does the film gain a certain profile and is able to convey an impression of the political pragmatism during the election campaign. "
“A successful film adaptation of an insider novel that illuminates political events in the USA in the best possible way and occasionally satirizes them. Still not a satire like “ Wag the Dog ”, but a serious attempt to sound out what limits people know on the way to power, what will become of their old ideals and what will become of young idealists. The film is clearly too long at 143 minutes, but Michael Ballhaus' camera work and the editing are good for some surprises.
