The New Flemish Alliance listen ? / i ( N-VA ; German New Flemish Alliance ) is a separatist party that seeks the independence of Flanders from Belgium . It emerged in 2001 from the Volksunie . This split into a social-liberal wing, which has developed into the Sociaal-liberale Partij , and a more national-conservative wing, today's N-VA. Audio file / audio sample  

It has been the largest party in the Belgian parliament since the 2010 election and was part of the Michel I government coalition from 2014 to 2018 .

The party sees itself in the political center and strives for a "humanitarian nationalism". She has temporarily entered into a collaboration with the Flemish Christian Democrats (CD&V), but has been appearing independently in the elections since 2008. Bart De Wever is the chairman .

history

In 2000/2001 negotiations took place on the Lambermont Accord , which regulated the further federalization of Belgium. There was disagreement about this in the Volksunie , an emphatically Flemish national social-liberal party, which had also suffered from poor election results for some time. In contrast to the party leadership, the Flemish Nationals rejected the agreement.

On October 13, 2001, the Volksunie split into three groups: the Toekomstgroep of the left-wing Bert Anciaux , the Flemish Nationals and Niet splitsen , the center of the party who wanted to continue the party. In a party referendum, the Flemish National Group received 47.18 percent and inherited the party infrastructure. But since it was less than fifty percent, she was not allowed to keep the name of the party. The leader of the Flemish National, Geert Bourgeois , also became the first chairman of the N-VA (until 2004).

With a five percent hurdle in place, the N-VA had a tough time in the 2003 federal elections. Negotiations with Christen-Democratisch en Vlaams had already taken place that year , but the Christian Democrats did not want to accept certain Flemish national claims. Nevertheless, CD&V and N-VA concluded a cartel agreement in February 2004 ; In Belgium this means going together in elections and generally strong political cooperation. The cartel was controversial in the N-VA, but was seen as inevitable against the backdrop of poor survey results. As Vlaams Kartel , it was the most successful political grouping in the 2004 Flemish elections and the 2006 local elections.

At the end of November 2006, Jean-Marie Dedecker joined the N-VA. The right-wing liberal had recently been excluded from the Open VLD . It was controversial because in 2002 he took a journalist to the cell of sex criminal Marc Dutroux . Because of these and other actions, Dedecker was unpopular with the cartel partner CD&V, who did not want Dedecker on the joint electoral list and made the cartel dependent on it. The N-VA opted for the cartel. Dedecker then left the party and founded Lijst Dedecker on January 19, 2007 .

The renewed cartel was also successful in the 2007 federal elections, but was terminated on September 22, 2008. The day before, the general assembly of the N-VA had denied confidence in the federal government because no progress in state reform could be seen. The Flemish N-VA Minister resigned. Even without a cartel, the N-VA has a lot of support from the electorate, as 2009 has shown.

Content

According to its election manifesto from 2009 (Flemish elections), the party presents itself as separatist and more economically liberal. At the top of the list is Flanders' independence from Belgium or at least greater, above all financial, autonomy within the state. The federal budget should be coordinated with the Flemish budget and not the other way around. The party wants to spend more money on infrastructure investments in Flanders, but not on budget holes in the state. The goal is still a balanced budget.

The party is in favor of a split in the Brussels-Halle-Vilvoorde constituency and would like measures to increase the Flemish presence on the Flemish border, as it puts it. It is about the phenomenon that French-speaking Brussels people live in the suburbs (that is, in the Flanders region that surrounds Brussels) and want French-speaking schools, etc., there too. In the bilingual region of Brussels, on the other hand, the party wants to encourage teaching in Dutch and insist on compliance with the language laws, with express reference to the fact that Brussels is the capital of Flanders.

Within the Flanders region, the N-VA wants to strengthen the power of the municipalities and also introduce a constructive vote of no confidence there. She also wants to abolish compulsory voting. Since the Flemish government should not be dependent on specific software producers, it should use open source software in the future . In traffic, the NVA wants to reduce individual traffic by expanding the public transport system. With a taxation of cars according to mileage, the existing roads should be better used. Within a balanced energy mix, renewable energies should be promoted and global warming should be combated. In agriculture, the NVA speaks out in favor of promoting organic products and criticizes the excessive nitrate content in the groundwater.

In foreign policy, the N-VA is in favor of a strong increase in development aid, concentrated on some countries in southern Africa. In the EU, which is generally viewed positively, Flanders is expected to unite with other autonomous nations such as Scotland and Catalonia to exercise direct power in the EU institutions. The N-VA is a member of the European party European Free Alliance , the various separatist, minority and regional parties combined. In the European Parliament she was a member of the Greens / EFA group from 2009 to June 2014 . Within this, however, it was the party with the lowest group loyalty. In only about 70% of the votes it followed the line recommended by the green group leaders. In the previous legislative period (2004–2009) she was still a member of the Group of the European People's Party and European Democrats (EPP-ED) with her then Christian Democratic cartel partner . After the 2014 European elections , the N-VA moved to the European Conservatives and Reformists (ECR) group. However, she is still a member of the European Free Alliance (EFA) party, which forms a parliamentary group with the Greens.

In terms of social policy, the N-VA stands for more child benefit and would like more options for additional or private health insurance. When it comes to immigration, the party wants more pressure to follow language courses if necessary. She would also like to see naturalization measures already taking effect in the country of origin.

Elections and government participation

In the federal elections in 2003, 3.06 percent (Flemish share) was enough for just one member (Geert Bourgeois) in the chamber. The N-VA had only passed the five percent hurdle in the West-Vlaanderen constituency. In 2007 the party entered the cartel with the Christian Democrats, which came with 29.6 percent and 30 seats in relation to the chamber (seven N-VA). In the Senate it was 31.4 percent and nine seats (two N-VA).

In Flanders, the N-VA received six seats in 2004, while it was still in the cartel, and immediately set up its own parliamentary group. With Gino De Craemer's departure to Lijst Dedecker , the group had only five members since January 2009. In the 2009 elections, the party got 13.1 percent, that is 16 seats. The party has one MP in the Brussels region.

With nine percent of the vote, the N-VA won a seat in the European Parliament in the 2009 European elections in Belgium ( Frieda Brepoels ).

Geert Bourgeois , Flemish Minister

In 2004 the N-VA appointed Geert Bourgeois, the Flemish Minister for Administration, Foreign Affairs, Media and Tourism. In September 2008, however, after the end of the cartel with CD&V, he resigned. In the Peeters II government of 2009, Bourgeois was once again a minister in Flanders, in addition to historic real estate and the Flemish Rand. He is also Vice Prime Minister. In addition to Bourgeois, Philippe Muyters has also been N-VA Minister in Flanders since 2009 , including for finance.

In the parliamentary elections in 2010 , the N-VA achieved a landslide victory with 17.4 percent of the nationwide vote and became the strongest party in Belgium. The party now has 27 seats in the chamber. King Albert II instructed the chairman of the N-VA De Wever to form a government. However, none of the Walloon parties wanted to form a coalition with the N-VA because their goal is an independent Flanders. On December 6, 2011, the Di Rupo government was formed without the participation of the N-VA.

In the 2014 elections, the N-VA reinforced its position as the strongest party in Belgium. In the 2014 parliamentary elections , she achieved 20.3% and 33 seats in the chamber. In the election for the Flemish Parliament, she won 43 out of 124 seats. Geert Bourgeois became the new Flemish Prime Minister in a coalition with CD&V and Open VLD . In addition to Geert Bourgois, Philippe Muyters and Liesbeth Homans also became ministers. Together with MR , these three parties also formed the Michel I government . On the part of the NV-A, Jan Jambon became Deputy Prime Minister and Minister of the Interior, Johan Van Overtveldt Minister of Finance and Steven Vandeput Minister of Defense. Even Theo Francken as Secretary of State for Asylum and Immigration and Elke Sleurs as Secretary of State for poverty reduction, gender equality, disability and Science Policy and cities are members of this government. In the European elections in Belgium in 2014 , the N-VA achieved 26.7% and 4 MPs in the Dutch-speaking electoral body.
