Protocol for establishing diplomatic relations

On March 1, 2004, East Timor and the Palestinian Territories established diplomatic relations. The protocol was signed by East Timor's Foreign Minister José Ramos-Horta and the Palestinian Ambassador Ali Kazak in the East Timorese capital Dili . Kazak handed over his accreditation to President Xanana Gusmão the next day .

2011 visited Ramos-Horta, now East Timorese President alongside Israel , the Palestinian territories and their representatives. In the same year, the East Timorese National Parliament approved the payment of US $ 1.5 million to UNESCO to compensate for the withdrawal of some countries from supporting the organization after UNESCO had decided to admit the Palestinian Territories as a member. The East Timorese Foreign Minister Zacarias da Costa stressed that the relationship with the Palestinians is increasing the technical support provided by Hospital Nacional Guido Valadares and other hospitals in East Timor. In addition to East Timor, Abdulhadi was also accredited for New Zealand , Papua New Guinea and Vanuatu .

At the 72nd United Nations General Assembly in 2013, East Timor’s President Taur Matan Ruak declared his support for the right of the peoples of Palestine and Israel to live side by side in peace, dignity and security and welcomed the resumption of direct talks leading to the creation of two sovereigns States should lead.

The representative of East Timor was not present at the vote on resolution A / ES-10 / L.22 of the UN General Assembly on the status of the city of Jerusalem as the capital of Israel.
