Pietro Campilli
Pietro Campilli (born November 30, 1891 in Frascati , Province of Rome , † July 8, 1974 ) was an Italian politician of the Democrazia Cristiana (DC), who was a member of the Chamber of Deputies ( Camera dei deputati ) for ten years and was several times a minister in various departments. Between 1958 and 1959 he was the first President of the European Investment Bank (EIB) in Luxembourg .
Life
Studies, co-founder of the PPI and the era of fascism
After attending school, Campilli initially worked as an accountant and then studied economics and business administration . During his studies he was involved in the Catholic student association FUCI (Federazione Universitaria Cattolica Italiana) . After completing his studies, he worked as a management consultant and as a bank and business manager.
On November 19, 1919, he was one of the founding members of the PPI (Partito Popolare Italiano) and took part as a delegate at its congresses in Naples (April 1920), Venice (October 1921) and Turin (April 1923). During this time he began his political engagement for the PPI in the Lazio region and in 1923 became a member of the Council of the Province of Rome, in which he was temporarily also opposition leader . During the fascist government of Benito Mussolini , he withdrew from political life and worked as an entrepreneur.
MP and Minister
Constituent Assembly 1946-1948
In the parliamentary elections of June 2, 1946 , he was elected as a candidate of the Democrazia Cristiana (DC) for the Collegio XX Roma to a member of the Constituent Assembly ( Assemblea Costituente ) , of which he was a member until April 18, 1948.
On July 13, 1946 Campilli was appointed by Prime Minister Alcide De Gasperi as Foreign Trade Minister (Ministro del Commercio con l'Estero) in his second cabinet , to which he belonged until February 2, 1947. In the third De Gasperi cabinet that followed , he served between February 2 and May 31, 1947 as Minister of Finance and Treasury (Ministro delle Finanze e Tesoro) .
From May 1947 to the end of 1948 he was representative of Italy in the Committee for European Economic Cooperation, from which the Organization for European Economic Cooperation emerged .
First legislative period from 1948 to 1953
In the elections of April 18, 1948 Campilli was elected for the first time for the DC in the constituency of Rome as a member of the Chamber of Deputies (Camera dei deputati) , which he was from the first to the end of the second legislative period on June 11, 1958.
Prime Minister De Gasperi appointed him to his sixth cabinet on January 28, 1950 , in which he was first Minister without Portfolio (Ministro senza Portafiglio) until April 5, 1951 and then as Minister of Transport between April 5 and July 26, 1951 (Ministro dei Trasporti) acted. He then held the post of Minister for Industry and Commerce (Ministro dell'Industria e Commercio) in the seventh cabinet of De Gasperi from July 26, 1951 to July 16, 1953 .
Second legislative period 1953 to 1958
In the eighth cabinet of Prime Minister De Gasperi, Campilli was reappointed Minister without Portfolio on July 16, 1953 and was entrusted as such with the affairs of southern Italy (Ministro senza Portafiglio con delega per la Cassa del Mezzogiorno) . He also held this office in the subsequent governments of Pella , Fanfani , Scelba , Segni and Zoli . In the eighth cabinet of De Gasperi he was also the minister without portfolio responsible for extraordinary work in central and southern Italy between July 16 and August 17, 1953 (Ministro senza Portafiglio con delega per l'Esecuzione di Opere straordinarie nell'Italia centrale e meridionale ) . From February 10, 1954 to July 6, 1955, he was responsible for this area of responsibility in the Scelba cabinet and between May 19, 1957 and February 26, 1958 in the Zoli cabinet.
President of the European Investment Bank and the CNEL
In February 1958 Campilli became the first President of the newly founded European Investment Bank (EIB) in Luxembourg and held this position until he was replaced by Paride Formentini in June 1959.
He then took over from Meuccio Ruini as President of the National Council for Economy and Labor CNEL ( Consiglio nazionale dell'economia e del lavoro ) and kept this until his death in 1974. During this time he succeeded Cesare Merzagora between 1970 and his Replacement by Eugenio Cefis 1971 also chairman of the board of the conglomerate Montedison .
