US Admiral James G. Foggo III leads the maneuver

The exercise was led by US Admiral James G. Foggo III , commander of the NATO main command Allied Joint Force Command Naples and at the same time commander of the United States Naval Forces Europe - Naval Forces Africa (NAVEUR-NAVAF).

The exercise was structured as follows:

  • From September 2018: Troop and material transport

On the ground, the exercise took place mainly in eastern Norway in Trøndelag (south of Trondheim ) and in Hedmark (north of Rena ). Air and sea exercises took place in the territories of Norway, Sweden and Finland. The purpose of the exercise was to review and ensure the operational readiness and combat capability of the NATO Response Force (NRF) and the Very High Readiness Joint Task Force (VJTF), including a capability test of the NATO command to organizationally integrate support forces into military operations. The latter review, which took place in the Joint Warfare Center (JWC), was also the certification of the Allied Joint Force Command Naples .

According to the Norwegian Armed Forces , NATO and the Norwegian Ministry of Defense provided 1.5 billion Norwegian kroner (the equivalent of 157 million euros) for the exercise. This financed 35,000 beds, 1.9 million meals, 4.6 million water bottles and 660,000 kilograms of laundry.

After participating in the maneuver, on November 8, 2018, the Norwegian frigate Helge Ingstad (F313) of the Fridtjof Nansen class collided with the tanker Sola TS in front of an oil terminal near Øygarden in the Vestland province . The frigate was so badly damaged that it sank five days later. The crew was able to leave the ship.

A Bundeswehr soldier from the 5th Company of Mountain Infantry Battalion 232 was hit by a civilian vehicle in Holtålen and died at the scene of the accident.

To the context

For a long time after the end of the Cold War, NATO had significantly reduced training for the alliance case. Since Russia occupied and annexed the Ukrainian peninsula of Crimea in 2014 , Poland and the three Baltic states ( Lithuania , Latvia and Estonia ) have felt threatened by Russia; they call for armament and more deterrence.
